City of Brandon: April 21

The Brandon City Council met in a special meeting session at 5:30 p.m. on Monday, April 12, 2021 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota.  Present were Dana Clark, Vickie David, Barb Fish, Tim Jorgenson, David Kull and Jack Parliament.  Others present were:  City Administrator, Bryan H Read; Finance Officer, Christina Smith; City Engineer, Tami Jansma; Public Works Director, Rollie Hoeke; Park Superintendent, Devin Coughlin and Golf Course Manager, Andrew Bauer.  Absent:  None.  
Alderwoman Clark moved Alderwoman David seconded to approve the agenda.  Motion carried.
RUSHMORE PROJECT LAND PURCHASE AGREEMENT
Alderman Kull moved Alderwoman David seconded to approve the real estate purchase agreement with Jason and Bethany Gusso for the purchase of land for the Rushmore project, as presented.  Motion carried.  
CAPITAL IMPROVEMENT PLAN
A work session was held on the Capital Improvement Plan.  Project discussions were held.  
A discussion was held on the potential for an Opt-out process.  Further discussion will be held in the future.
Mindy Hansen, 317 E Switchgrass Trail, was present on behalf of the Park Advisory Committee.  Mindy voiced her concern on the capital improvement plan and how it did not include any park capital items.  Neighborhood parks are important to have for the community.  Future improvements at Aspen park could potentially make Aspen Park a year-round destination and bring in people to the City of Brandon to increase tax revenue.  Park Board would like to keep the park budget around the 350,000-400,000 per year to improve the parks.  
Updated budget projections were given, and discussion was held on debt and how to reduce the annual payments to allow for park projects, equipment and reduce the debt load.  Discussion was held on the Core Project.  Overall consensus was to reduce Core Phase 2A to a $4.5 million dollar project to reduce the annual debt payments, so we are not locked into a large payment.  
Fund Balance decisions were discussed.  Discussion was further held on which projects to use fund balance for to draw the balance down to around $3.5 million.  The consensus of the council was to change the use of fund balance for the following projects:
Big Sioux Drainage – estimated cost at $1,000,000.
Golf Course Retaining Wall – estimated cost at $750,000.
City Portion of Exit 406 – estimated cost at $500,000.
Staff will adjust the CIP to reflect this consensus and present at a future meeting for formal action.  At 8:01 p.m., hearing no further business, the meeting adjourned.
