NOTICE OF DEADLINE FOR VOTER REGISTRATION
Voter registration for the Municipal Election to be held on April 13, 2021 will close on March 29, 2021 at 5:00 p.m. Failure to register by this date will cause forfeiture of voting rights for this election. If you are in doubt about whether you are registered, check the Voter Information Portal at www.sdsos.gov or call the county auditor at (605) 367-4220.
Registration may be completed during regular business hours at the county auditor’s office, municipal finance office, secretary of state’s office, and those locations which provide driver’s licenses, SNAP, TANF, WIC, military recruitment, and assistance to the disabled as provided by the Department of Human Services. You may contact the county auditor to request a mail-in registration form or access a mail-in form at www.sdsos.gov .
Any voter who needs assistance, pursuant to the Americans with Disabilities Act, may contact the county auditor for information and special assistance in voter registration.

REGULAR SESSION
MARCH 9, 2021
CALL TO ORDER
The Commissioners of the City of Valley Springs met in regular session on Tuesday, March 9, 2021 at 6:00 PM in the VS American Legion. Due to COVID-19, audience members and commissioners were required to practice social distancing within the legion meeting room. Mayor Carl Moss presided. Answering roll call were Commissioners Brian Staeffler, Dean Helgeson, Lance Bauske and Lynn Schmidt. Also present was City Maintenance Blaine Eilts, Finance Officer Linda Hunnel, City Attorney Patrick Glover, Larry Johnson of the Valley Springs Development Corp., and City Engineers Gabe Laber and Kyle Lentsch. Motion by Bauske to approve the agenda as posted. Helgeson seconded the motion. Motion carried, all voting aye.
APPROVAL OF MINUTES
Motion by Bauske to approve the February 9, 2021 Minutes as presented.
Staeffler seconded the motion. Motion carried, all voting aye.
CLAIMS AND PAYROLL
Motion by Helgeson to approve the March 9, 2021 Claims in the amount of $73,590.12. Schmidt seconded the motion. Motion carried, all voting aye.
MONTHLY FINANCIAL REPORTS
The Commission reviewed the February Proof of Cash Report and the February YTD Budget Report, as submitted by the Finance Officer. Motion by Staeffler, second by Bauske, to approve the February 2021 Proof of Cash Report. Motion carried, all voting aye. Motion by Bauske, second by Staeffler, to approve the February YTD Budget Report. Motion carried, all voting aye.
PUBLIC COMMENT
Larry Johnson, Valley Springs Development Corp. reported that MCEDA and LCEDA would now be known as the Sioux Falls Growth Alliance. The new name reflects a larger area beyond Minnehaha and Lincoln County that the organization will represent. Mr. Johnson also learned that the Ellis & Eastern Railroad was in talks with the Union Pacific Railroad. If joined, the future rail line through Valley Springs would be a full service rail line. Mr. Johnson will keep the Commission updated on any new information.
Lori Kuyper was present and inquired into bringing her food truck, Louba’s Lunch Wagon, into town a few nights a week. Ms. Kuiper was welcomed and informed that she will need a peddlers license to operate in the city.
Punt Property representatives were present to inquire into constructing another 8 plex on their lot in West Acres. LaRae Punt said there would be an additional access off Lynx Street from the two lots they owned there. This was an introduction of the project to the Commission; setbacks and zoning regulations will be researched.
CITY ENGINEER REPORT
City Engineers Gabe Laber and Kyle Lentsch reported that ASCO had asked for a change in scheduling for the Utility Improvement Project as they wanted to get started earlier in the season. The Commission approved the change in phases; the project will begin on Cliff Avenue and then go back to North Valley Drive when school lets out. Laber explained the Task Order 3 Contract; which deals with full time inspections during the project. Motion by Bauske, second by Staeffler, to approve the contract. Motion carried, all voting aye.
NEW BUSINESS
April 13th Meeting Date Conflict with April 13th Election
Bauske made a motion to change the April 13th meeting date to Tuesday, April 6th at 6 PM in the VS American Legion. Helgeson seconded. Motion carried, all voting aye.
Draw for Ballot Order April 13th Election
Mayor Carl Moss drew the candidate names for the April 13th Election Ballot. First on the ballot will be Lance Bauske. Second will be Sandy Severtson.
Appoint Election Workers
Helgeson made a motion to appoint the following election workers: Laura Rodriguez, Superintendent, Ardell Johnson and Sandy Namanny, Election Workers. Staeffler seconded the motion. Motion carried, all voting aye.
Establish Election Workers Pay
Motion by Staeffler to pay Election Wages as follows: $225 Superintendent, $200 Workers. Helgeson seconded the motion. Motion carried, all voting aye.
Approve March 2, 2021 VS Fire Dept. Roster
Bauske made a motion to approve the March 2, 2021 VS Fire Dept. Roster as presented. Schmidt seconded the motion. Motion carried, all voting aye.
OLD BUSINESS
Ordinance 351-Second Reading
Mayor Moss gave the second reading of Ordinance 351- Rezoning Lots 13-20, Blk 1, Lots 18-21, Blk 3, and Lots 1-3, Blk 4 of Homestead at Valley View Addition from A-1 to R-1. Staeffler made a motion to approve Ord. 351. Second by Bauske. Motion carried, all voting aye.
Declare Surplus Property-John Deere 3320 Compact Utility Tractor.
Motion by Bauske to declare the John Deere 3320 Compact Utility Tractor Surplus Property. Second by Schmidt. Motion carried, all voting aye.

Motion by Staeffler to declare the John Deere 1570 VTC Lawn Tractor Surplus Property. Second by Bauske. Motion carried, all voting aye.
PUBLIC WORKS REPORT
City Maintenance Supervisor Blaine Eilts gave his monthly maintenance report. Items included: repairing a service line break, replaced chlorine pump, repair to bucket truck, generator repair, installing LED lights in shop, installing remote meter shutoff on delinquent account, rebuilt picnic tables, and tree pile work. Concerning the tree dump site, Eilts said he has already received a season’s worth of trees due to contractors using the site. The trees were so green it will take a long time to dry them out. It was decided that the tree dump site will not be available to commercial users. It was meant for residents dropping off grass clippings, branches and the occasional tree. The proper signage will be put at the site prohibiting commercial dumping. Eilts asked the Commission for permission to purchase an $1100 Rock Bucket for the tractor. This will help with sorting debris at the dump site. The Commission agreed to this purchase.
There had been a complaint about a possible sewer leak in the area behind Park Drive. Mayor Moss asked Eilts to look into having the area inspected as he noticed something suspicious there when he visited the site earlier.
FINANCE OFFICER REPORT
F.O. Hunnel reported that Citywide Clean Up Day is scheduled for Saturday May 8th 8am-3pm at the City Maintenance Shop on Broadway Ave. The Equalization date was changed to Monday, March 15, 2021 due to SDCL. Applications for the TAP Grant start in July with a Letter of Intent. The Commission put this on hold for now; they will get an estimate for the City to install the sidewalk to complete the route. Hunnel asked that pet license tags be for the life of the pet instead of yearly. Commission agreed to this at a rate of $10 per neutered or spayed animal, $15 otherwise. Hunnel asked the Commission to consider allowing apartment owners a rate reduction when units are vacant. The Commission allowed a rate reduction of one month per unit. PAINT SD nominations are due April 16, 2021. The 2020 Consumer Confidence Report is available at City Hall and on the city’s website www.cityofvalleysprings.com.
CITY ATTORNEY REPORT –No Report
COMMISSIONER REPORTS – Commissioner Staeffler reported that swimming lessons will open up in 2021. He will have more information next month.
Mayor Moss said ball games are scheduled to start April 1st.
