The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 22nd of February, 2021 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, and Nick Scott.  Absent: Gregg Talcott.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, Brandon Valley High School Principal Mark Schlekeway, Brandon Valley High School Assistant Principal Bill Freking, Brandon Valley Middle School Principal Brad Thorson, Brandon Valley Intermediate School Principal Nick Skibsted, Brandon Valley Intermediate Assistant Principal Rick Pearson, Valley Springs Elementary Principal Tanya Palmer, Robert Bennis Elementary Principal Kristin Hofkamp, Special Services Director Kyle Babb, and Director of Instruction Sherri Nelson. 
Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance. 
Motion by Saxer, seconded by Scott to approve the agenda as presented.  Motion carried.
Administrative reports were presented.  Superintendent Jarod Larson outlined the Inspiration Elementary School construction timeline:
Spring 2020:
° Construction in progress
° Collaborative BVSD/Sioux Falls Playground/Park Development/Expense Agreement ($336,823)
Fall 2020:  Naming Facilities Committee: November 23, 2020 recommendation; Process completed
Fall 2020:  Elementary boundary line committee: Process completed
2020-21 School year:  Construction continues
Fall 2021:  School opens
The new elementary school staffing timeline is as follows:  October – Internal general posting (interview, selection, administrative review); January – Internal transfers (classroom instructors) processed; encore, special education and classified to be announced at a later date; March 8, 2021 – approve new school district positions.
The 2021-22 Budget process has begun with budget forms/documents distributed early January, 2021.  The Business Office will compile and review by March 2021.  In February 2021, we will present the 5-year plan, and in March 2021, the preliminary Capital Outlay budget will be presented for approval in order for major items to be bid in a timely manner.  In May 2021, we will hold a preliminary budget presentation and in July 2021, we will hold the public budget hearing for potential action.
Dr. Jarod Larson reviewed the updated COVID-19 Pandemic Response Plan.  The CDC/SD DOH Close Contact Quarantine Update protocols include two alternative timelines for 7-day and 10-day quarantine that both require specific criteria.  Quarter 3 COVID-19 restrictions remain the same as Quarters 1 and 2 of this same school year; Quarter 4 COVID-19 restrictions will be announced late February.
Kindergarten screening registration is open.  Contact your respective elementary school for more information on how to register your student.
A School Board Election for two (2), three-year (3-year) seats will be held on Tuesday, June 15, 2021 (if necessary).  The earliest date to circulate a petition is April 6, 2021; the deadline for return of petitions is May 7, 2021 (candidates must file a Financial Interest Statement within 15 days of filing a nominating petition.)  If you have any further questions regarding this process, please contact the Business Office. 
Superintendent Evaluation process will take place in February with the following timeline:  February 8, 2021 – Distribute evaluation tool; February 22, 2021 – Evaluation due to School Board President, Renee Ullom; March 8, 2021 – Discuss performance evaluation (executive session); and April 12, 2021 – Tentative contract negotiations (executive session).
Tentative 2021-22 negotiations timeline/wage recommendations will begin with a pre-negotiation meeting between the BVSD Admin and the Brandon Valley Education Association (BVEA) on March 10, 2021.  The Personnel Welfare and BVEA plan to meet on March 24, 2021.  Tentatively, at the April 12, 2021 Board of Education regular meeting we will plan to ratify the 2021-22 Master Contract, approve Classified wage recommendation/approve Administration Salary recommendations, and enter Superintendent contract negotiations.
Legislative Session Update:  Senate Bill 177 is a current topic being discussed, which includes an option to revise the provisions of parental choice regarding compulsory school attendance and matters ancillary thereto.  The Associated School Boards of South Dakota (ASBSD) and School Administrators of South Dakota (SASD) continue to be a great source of current information and resources during this Legislative Session.
Current School Calendar items include the following:  Monday, March 15, 2021-Elementary/BVHS Parent-Teacher Conferences; Tuesday, March 16, 2021-Intermediate/Middle School Parent-Teacher Conferences (all conferences will be held virtually); Thursday, March 18, 2021-SCHOOL IN SESSION (make up snow day); and Friday, March 19, 2021-No school (comp day).
Business Manager Paul Lundberg reviewed the Brandon Valley School District’s 2021-26 Five Year Plan.  This plan can be viewed in its entirety at www.brandonvalleyschools.com on the Business Office tab.
Motion by Saxer, seconded by Ode to approve the following general business items:
1. Approve Membership Agreement by and between the Brandon Valley School District and Eastern South Dakota Food Buying Group (ESDFBG), effective for the 2021-22 school year as presented.
2. Approve contract by and between the Brandon Valley School District and the Sioux Falls School District for forty (40) Brandon Valley student enrollments at the Career & Technical Education Academy (CTE), at a cost of $2,654.00/student, effective February 22, 2021, for three years, as presented.
3. Approve grant application for a Summer 2022 Ready to Start Program though the United Way in the amount of $20,100, as presented.

Motion by Saxer, seconded by Scott to approve the following personnel items:
1. Approve recommendation to hire Sarah Harte, High School Play (Musical) Assistant Director, 5.5% of Extra-Curricular Step Base ~ $ 2,238.00, effective for the 2020-21 school year.
2. Approve request for leave without pay for Wilma Kirkeby, BVMS Library Educational Assistant, February 26 – March 5, 2021 (six days).
3. Approve resignation from Sherri Rygh, Elementary and Intermediate School Orchestra Teacher, effective at the end of the 2020-21 school year.

1. Transfer Matt Mueller from Assistant Freshman Football Coach to Head Freshman Football Coach, effective for the 2021-22 school year.
The following communication was presented from the Central Office and Board of Education:
1. Thank you from Karel Amend for the plant sent in memory of her son, John Amend.
2. Thank you from the BVIS staff for support and compensation for increased workload.
3. Thank your from BVIS staff for staff laptops.
Board reports were heard.  Board member Ellie Saxer reported on the City Affairs & Legislation Committee.  She attended a recent Associated School Boards of South Dakota (ASBSD) meeting (held virtually) last week.  The Brandon Valley School District was highlighted during this meeting for the recent book involvement throughout the school and community in regard to the “Coffee Bean” book experience. She thanked all involved for making this a highlight in our schools and community alike.  Mrs. Saxer also discussed Senate Bill 177 as it relates to provisions of parental choice regarding compulsory school attendance and stressed the importance of reaching out to our representatives regarding this bill.

The cash report for the month of February 2021 showed receipts of $3,666,506.41, and disbursements of $4,083,376.10 leaving a balance of $18,416,853.51.  The General Fund had receipts of $3,162,970.03, received a Temporary Interfund Transfer of $46,076.94 from the Bond Fund, with disbursements of $2,606,238.73, leaving a balance of $6,942,749.78.  Capital Outlay Fund had receipts of $104,076.61, with disbursements of $66,845.46, leaving a balance of $3,841,003.05.  Special Education Fund had receipts of $292,557.83, with disbursements of $553,349.48, leaving a balance of $754,83.62.  Bond Redemption Fund had receipts of $46,076.94, sent a Temporary Interfund Transfer of $46,076.94 to the General Fund, with disbursements of $0.00, leaving a balance of $0.00.  The Enterprise Fund had receipts of $60,845.00, with disbursements of $3,811.88, leaving a balance of $73,963.87.  The Capital Projects Fund had receipts of $0.00, and disbursements of $853,130.55, leaving a balance of $6,804,323.19.

Brandon Valley High School Principal Mark Schlekeway spoke on a few items.  First, BVHS Speaking Lynx had six students (the most ever) to qualify for Nationals to be held this June!  Congrats to Advisor Gina Koehn and her qualifiers!  The end of the 3rd quarter is Friday, March 12th and the Spring Musical, The Sound of Music, will be held in the BVHS Performing Arts Center Thursday-Sunday, April 8-11. 2021.  Junior/Senior Prom (with COVID-19 protocols in the works) will be held April 17th with a live-stream grand march scheduled to limit exposure but share the experience.  Sunday, May 16, 2021, an in-person graduation is scheduled to be held at 2 p.m. with more information to follow on protocols for this event.
Brandon Valley Middle School Principal Brad Thorson discussed the BVMS “Coffee Bean Day” activities from making key chains to art projects that were shared District-wide.  Thorson also reported that class scheduling for the 2021-22 school year is underway.
Activities Director Randy Marso congratulated the 2020-21 BV Wrestling Team having been crowned Conference, Regional, and State Champions.  They have had a phenomenal year and we look forward to many more successful years in the future.  Marso also reported that Brandon Valley recently hosted the Powerlifting State event.  Both the Girls’ and Boys’ Basketball teams have qualified for their state tournaments:  Girls tournament will take place in Sioux Falls Boys will take place in Rapid City.  Congratulations to all and GO LYNX!
Superintendent Jarod Larson reviewed the 2021-22 Capital Outlay Preliminary Budget Summary.  Motion by Ode, seconded by Talcott to approve the Preliminary Capital Outlay Budget ($6,725,000) as presented.  Motion carried.

3. Transfer Juli Brummels, Physical Education Teacher, from FAE (1.0 FTE) to Inspiration Elementary (.2 FTE), and Fred Assam Elementary (.8 FTE), effective for the 2021-22 school year.

Board reports were presented.  Ellie Saxer reported on the City Affairs & Legislation Committee.  She commended the ASBSD’s “bill tracker” tool and recommended anyone with interest in current legislation to get information in this regard using this system.  As of now, all increased funding is still moving forward, however, Saxer emphasized that dropping an email to our legislators is always a good idea to make sure our voices continued to be heard.  Saxer has email addresses for anyone wishing to send legislative emails.
 Senate Bill 177 has passed and with that comes some policy updates that will need to be made in the near future.  Associate School Boards of South Dakota (ASBSD) will be offering some help with that area of change.
Motion by Saxer, seconded by Ode to go into Executive Session at 7:06 p.m. per SDCL 1-25-2.1 ~ Superintendent Evaluation.  Motion Carried.
The Board of Education came out of Executive Session and into Open Session at 7:56 p.m.
