MC21-02 Micro-surfacing and Crack Sealing 
PROJECT DESCRIPTION 
This project consists of crack sealing and micro-surfacing of approximately 29.5 miles of 2-lane highway in Minnehaha County. Work consists of routing and sealing existing cracks, micro-surfacing the existing asphalt surfacing, grinding rumble stripes, fog sealing the rumble stripes, and new striping.
Sealed bids shall be received by Minnehaha County Auditor’s Office, 415 N Dakota Avenue, Sioux Falls, SD  57104, not later than 10:15 a.m. Wednesday, February 24, 2021. Bids shall be publicly opened and read at the Auditor’s Office at 10:30am.
Specifications and proposal forms that must be used are available at Minnehaha County Highway Department located at 2124 E 60th Street North, Sioux Falls, SD  57103. Bids submitted on forms other than the proposal supplied by the Minnehaha County Highway Department will be irregular and will not be considered.

PUBLIC COMMENT
Steve Siano, 1632 S Doodler Dr, Sioux Falls, spoke via teleconference to bring forward concerns regarding the following: his treatment by medical and mental health professionals, his access to assistance being affected by his beliefs specific to COVID-19, and the accountability of the City of Sioux Falls Mayor, the Sioux Falls City Council, and the City’s bus staff.
Craig Dewey, Assistant Commission Administrative Officer, reported the auction of the County Gravel Pit will be taking place on February 8, 2021, at 11:00 a.m. in the courtroom of the Old Courthouse Museum. Information specific to the auction is available on the Minnehaha County website.
BRIEFING
Jeff Eckhoff, City of Sioux Falls Director of Planning & Development, and Bob Mundt, Sioux Falls Development Foundation President & CEO, gave a briefing on Tax Increment Financing (TIF) District #23 for Foundation Park North. In response to questions from the Commission, Dustin Powers, City of Sioux Falls Planning & Development Services Department, spoke on the history and tracking of previous and existing TIFs, as well as how the tax base is affected by a TIF.
PRESENTATION
Jamie Gravett, Juvenile Detention Center Director, via teleconference, presented on the Juvenile Detention Center & Alternatives including accomplishments, projects, and challenges/concerns.
APPOINTMENT
Jamie Phelps, Quality Assurance and Improvement Manager, recommended the re-appointment of Katherine Richardson as the Minnehaha County Veteran Service Officer. In accordance with SDCL § 33A-1-22, the reappointment must be for a period of four (4) years. Katherine Richardson, Veteran Service Officer, spoke on her years of service with the State and now Minnehaha County. Ms. Richardson explained that she is a Marine Corps veteran. MOTION by Heiberger, seconded by Barth, to re-appoint Katherine Richardson as the Minnehaha County Veteran Service Officer for a period of four years expiring on the first Monday in January 2025. By roll call vote: 5 ayes.
AGREEMENT
Keith Wynia, Air Guard Supervisor, presented the FY2021 Joint Security Protection Agreement between Minnehaha County and the South Dakota Department of the Military and Adjutant General. The purpose of the agreement is to provide personnel to perform full-time security operations at the Air National Guard base. The agreement is in the amount of $931,800. The total projected cost for FY2021 (October 1, 2020 – September 30, 2021) is $1,192,279, leaving an initial shortfall of $260,479. An additional funding request will be made at a later time to support the total cost of the contract. MOTION by Beninga, seconded by Barth, to authorize the Chair to sign the FY2021 Joint Security Protection Agreement between Minnehaha County and the South Dakota Department of the Military and Adjutant General in the amount of $931,800 effective October 1, 2020, through September 30, 2021.  5 ayes.
LEGISLATIVE UPDATE
Carol Muller, Commission Administrative Officer, reported on the 2021 Legislative Session bills that impact Minnehaha County.
LIAISON REPORTS
Commissioner Heiberger reported on concerns she received regarding the use of Zoom teleconference for a Planning Commission Meeting where the individual could not tell who was on the call and could not see the Commissioners in attendance. Furthermore, concerns were raised regarding a Commissioner not giving a reason for voting against an item.
Commissioner Heiberger reported on the following updates for the Siouxland Libraries: the book quarantine changed from seven (7) to three (3) days, over 3,000 titles of digital magazines are now available, and internet connection upgrades are taking place at the Baltic, Colton, and Hartford locations.
Commissioner Heiberger reported on the Human Services Department working with the Information Technology Department to make available an online application for financial assistance, including a Spanish version. Additionally, a partially grant funded alliance staff position has been hired and hospital liabilities have nearly been resolved.
Commissioner Heiberger reported on the following updates for the 4-H Program: the Chicks in the Classroom Program will take place in 28 classrooms and 9 virtual classrooms this Spring, 4-H is working to be able to participate in the fair this year, and Chuck Martinell, 4-H/Youth Development Advisor, was chosen as South Dakota’s Urban Coordinator for the National Urban Extension Leaders.
Commissioner Karsky reported on a Detox Advisory Board Meeting. The temporary transition to the Carroll Institute has begun.
Commissioner Karsky reported on the January 28, 2021, Link Board Meeting and encouraged people to read the Sioux Empire Triage Center “The Link” 2020 Annual Report.
NEW BUSINESS
Commissioner Barth commented on the following topics in relation to the agenda items and liaison reports: the County’s utilization of Zoom and its difficulties, the potential to work with the Governor’s Office of Economic Development on agricultural development, the desire to ensure the rural areas are aware that the Commission does care about their development, the loss of State funding due to the County’s successful criminal justice reforms in the past and present, the history of changes in agricultural classifications, and presenters at the Commission meeting needing to speak into the microphone.
Commissioner Karsky reported the Minnehaha County Economic Development Annual Meeting will be held on February 25, 2021. Big announcements and significant changes are expected to be presented at the meeting.
OLD BUSINESS
Commissioner Heiberger noted that it has been a long time since all five (5) Commissioners have been physically present for a meeting.
