Sealed bids will be received by the City of Brandon, South Dakota, at City Hall at 304 Main Avenue, P.O.
Box 95, Brandon South Dakota 57005 until 1:00pm, local time, December 16, 2020 and then will be
publicly opened at 308 Main Avenue and read immediately thereafter.
The project generally consists of bank stabilization measures including riprap, turf reinforcement mat,
and contractor furnished borrow.

Upon request, a bidder who intends, in good faith, to bid upon the project, one paper copy of the
bidding documents will be furnished at no charge.
Bid shall be submitted on the prescribed form. Bids will be rejected if they show any conditions or
uncalled for alternative bids. All bids shall be on the basis of cash payment according to the terms of the
bidding documents.
The submittal of the Bid will constitute an incontrovertible representation by Bidder that the Bidder has
examined carefully the bidding documents, visited the site, is familiar with the local conditions under
which the work is to be performed, and correlated bidder’s observation with the requirements of the
bidding documents. Bidders shall contact Kelly Eilers at (605) 366-9008 with Brandon Municipal Golf
Course for access to the sites.
Each bid shall be accompanied by a Bid Security as specified in the bidding documents. Successful bidder
shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the
Contract Time.
The City of Brandon reserves the right to retain the bid security of the three lowest bidders for a period
not to exceed 30 days after the date and time set for opening of the bids. The City of Brandon reserves
the right to reject any and all bids or any parts thereof.

PLANNING & ZONING COMMISSION
The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on November 5, 2020 at the Brandon City Council Chambers.
Roll call was taken. Members present were Commissioners Brookes Noem, Chuck Parsons, Rob Schoeneman and Alica Thiele. Also present were Alderman Tim Jorgenson, Building Official Paul Clarke and City Engineer Tami Jansma. Absent were Commissioner Brian Heidbrink, Commissioner Jim Starzl, City Administrator Bryan Read and Mayor Paul Lundberg.
Commissioner Parsons moved Commissioner Noem seconded to approve the agenda. Motion carried.
Commissioner Parsons moved Commissioner Schoeneman seconded to approve the consent calendar which contained the following: a plat of The Original Town of Brandon Lot 1A Block 7 and a plat of Smith-Swanson Tracts 8A & 8B. Motion carried.
Commissioner Thiele moved Commissioner Noem seconded to approve the minutes of the October 15, 2020 regular meeting. Motion carried.
A Conditional Use Application was presented for the property legally described as “That part of the NW1/4 lying south of the railroad right-of-way and the W1/2 NE1/4 lying south of the railroad right-of-way Section 33-T102N-R48W, and the E1/2 of the NE1/4 lying south of the railroad right-of-way Section 32-T102N-R48W of the 5th P.M. Minnehaha County, SD. (To be addressed as 1200 W. Holly Blvd.) Harold Goeden, First Rate Excavate was present for discussion. Applicant is requesting to operate a quarry (sand mine operation). Per City Ordinance, a Conditional Use is required to operate a quarry in a Heavy Industrial zoned district. Discussion held on installing turn lanes, possible traffic study to be done, access location, screening & fencing north of berm, noise concerns, hours of operation 7am-7pm, refurbishment of the land. Ann Blachowske, 1412 W. Creekside Drive, was present for discussion. Commissioner Parsons moved Commissioner Thiele seconded to approve the Conditional Use as per the discussion. Motion carried.
An annexation request for Tract 8 Nelson’s Addition was presented. Darrel Viereck, Plaza 90 developer, was present for discussion. Commissioner Parsons moved Commissioner Schoeneman seconded to make recommendation for approval to City Council. Motion carried.
A concept plan was presented for Ode Farm. Paul Ode, 1401 W. Creekside Drive, was present for discussion. Paul wants to develop this land into R-2, Medium Density Residential and GB-General Business. No formal action required.
Building permits for October were presented: #20200427 - #20200465. No action required.
At 7:20 p.m., having no further business, Commissioner Parsons moved Commissioner Thiele seconded to adjourn the Planning & Zoning Commission meeting. Motion carried.
At 7:20 p.m. Chairperson Jorgenson called the Board of Adjustment meeting to order.

A Variance Application was presented for 1508 E. Liberty Street. Applicant Scott Francis was present for discussion. This application was continued from the October 1, 2020 and October 15, 2020 Planning & Zoning Commission meetings. Scott wants to construct a detached accessory building in the rear yard, with a driveway that would make their overall driveway width over 40’. City Ordinance also does not allow parking in the rear yard setback, but in the rear yard by Conditional Use only. Patrick Andrews, SECOG, was present and drafted language based on recommendations from the Commission. Further discussion held on allowing an accessory structure with driveway access in the rear yard, 7’ from the rear property line; allowing sidewalls to be higher than 10’. Commissioner Noem moved Commissioner Parsons seconded to continue discussion on the Variance Application at the next regular meeting on November 19, 2020. Motion carried.
At 8:04 p.m., having no further business, Commissioner Parsons moved Commissioner Thiele seconded to adjourn the Board of Adjustment meeting. Motion carried.
