CLASSROOM FURNISHINGS – INSPIRATION ELEMENTARY SCHOOL

BID CLOSE:  December 29, 2020 – 2:00 p.m. Local Time
Notice is hereby given that sealed bids will be received at the George A. Gulson Administration Center of the Brandon Valley School District #49-2, 300 South Splitrock Boulevard, Brandon, South Dakota, until 2:00 p.m. local time on the 29th day of December 2020, for Classroom Furnishings – Inspiration Elementary School, in accordance with specifications prepared by the Brandon Valley School District #49-2, 300 South Splitrock Boulevard, Brandon, South Dakota.
Sealed proposals will be received at the office of the District Business Manager, until 2:00 p.m. December 29, 2020 local time.  Immediately thereafter proposals will be opened publicly and read aloud.  Bids received after said time will be returned unopened. Oral, telegraphic, or telephone proposal and modifications will not be considered.  Proposals shall not be withdrawn by any bidder for a period of thirty (30) calendar days after opening of bids.  Proposals submitted on forms other than the one provided will not be considered.
A resident bidder is allowed a preference as against the bid of any bidder from any other state enforcing or having a preference for resident bidders, equal to such preference.
All proposals must be accompanied by a certified or cashier’s check or bank draft in the amount of five percent (5%) of the maximum amount of the proposal, drawn on a state or a national bank and payable to the Brandon Valley School District No. 49-2, as a guarantee that the bidder, if awarded a Purchase Order, shall properly execute the Purchase Order.  In lieu thereof, a bid bond for ten percent (10%) of the maximum amount of the proposal may be submitted.  Such bond to be issued by a surety authorized to do business in the State of South Dakota and made payable to the Brandon Valley School District No. 49-2.
Bid security in form of certified or cashier’s check will be returned to all unsuccessful bidders within 30 days after opening of bids.  If no award has been made within 30 days after the date of opening of bids, all bid securities will be returned.
The Board of Education will review the bids received and pass upon them at a regular or special Board meeting to be held no later than thirty (30) days following the bid opening.
The Board of Education of the Brandon Valley School District #49-2, reserves the right to reject any and all proposals, to accept proposals it deems to be in its best interest, and to waive any or all informalities in bidding procedures.
By virtue of statutory authority, preference will be given to materials, products, and supplies found or produced within the State of South Dakota.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 23th of November, 2020 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Gregg Talcott, and Nick Scott.  Absent: Ellie Saxer.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg (via phone), Brandon Valley High School Principal Mark Schlekeway, Brandon Valley Brandon Valley Middle School Principal Brad Thorson, Brandon Valley Intermediate School Principal Nick Skibsted, Brandon Valley Intermediate Assistant Principal Rick Pearson, Special Service Director Kyle Babb, and Director of Instruction Sherri Nelson. 
Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance. 
Motion by Talcott, seconded by Scott to approve the agenda as presented.  Motion carried.
Administrative reports were presented.  Superintendent Jarod Larson outlined the New Elementary School construction timeline:
Spring 2020:
° Construction continues with exterior/interior walls, masonry and precast in progress
° Collaborative BVSD/Sioux Falls Playground/Park Development/Expense Agreement ($336,823)
Fall 2020:  Naming Facilities Committee: November 23, 2020 recommendation; Process completed
Fall 2020:  Elementary boundary line committee: Process completed
2020-21 School year:  Construction continues
Fall 2021:  School opens
The new elementary School Staffing Timeline is as follows:  October – Internal general posting; January – Internal transfers processed; February – Approve new positions.
District 10 & 25 Legislative Breakfast:  Wednesday, December 9, 2020 @ 7:30 a.m. at the Brandon Valley High School Community Room.  In person or ZOOM attendance are options for this breakfast meeting.
Elementary staff laptop computers are estimated for distribution prior to Winter Break.  We purchased approximately $194,000 worth of laptop computers (250) for use by our elementary certified teaching staff with Coronavirus Funds provided to our District from the U.S. Government.
2021-22 Academic School Year Calendar Development:  Initial draft(s); Administrative Council, Teacher Liaison Council, and Classified Council review; Tentative Adoption timeline:  Monday, January 11, 2021 (Initial Presentation) and Monday, January 25, 2021 (Potential Approval Action). 
Current School Calendar items include the following: Wednesday – Friday, November 25-27, 2020-No School (Thanksgiving break); Wednesday, December 23, 2020-two-hour early Dismissal and December 24, 2020 – January 3, 2021-No School (Winter Break); Monday, January 4, 2021-school resumes.
Dr. Jarod Larson presented an updated COVID-19 Pandemic Response Plan dated November 23, 2020.  The following outlines this plan:
COVID-19 Facility / Travel Restrictions - Quarter 3  
The current Covid-19 district-wide restrictions are under Administrative review.  COVID-19 Restrictions for Quarter 3 will be announced in mid-December. At this time, we expect nearly all restrictions to continue, but are evaluating the need to further enhance certain facility restrictions.
Community/City Ordinance(s)
The City of Sioux Falls has passed a Mask Mandate that does not include schools within the ordinance. In addition, the ordinance does not include enforcement measures for violators. The City of Brandon is engaged in discussion about an ordinance.  The Brandon Valley School District strongly recommends the use of a cloth face covering / face mask. In addition, the Board of Education has incentivized the use of a mask by allowing “close contacts” protected by mask or barrier, at the time of exposure, to remain in school under “close contact criteria”. 
Mitigation Strategies
All classroom / building-level mitigation strategies remain in effect for Semester 2. All the mitigation strategies in place are located in the Pandemic Response Plan – Appendix (Safety Plan). 
Distance Learning Program
All current families enrolled in the Distance Learning Program will receive a communication regarding their intent for program participation for 2nd Semester on Monday, November 23. 
• Individuals planning to continue in Distance Learning will need to do nothing
• Individuals planning to return on-site will need to inform their building Principal by December 11, 2020
• Individuals returning on-site will begin on Monday, January 11, 2021 
Superintendent Jarod Larson presented the BVSD Facility Naming Committee Recommendation.  Larson presented historical context of school facility naming, policy review of the Facilities Planning & Development-Naming Facilities, potential Elementary school names along with committee member brainstorming and promoting of school names.  The members of this committee were allotted 5 votes (with the meeting facilitated by Superintendent Larson as a non-voting participant) and each round had a specific “individual name maximum specified votes.”  After three rounds of voting, the recommended name of the new facility was Inspiration Elementary School.  
Motion by Ode, seconded by Scott to approve the Facility Naming Committee recommendation of “Inspiration Elementary School” for the new elementary school located at 3401 S. Sparta Avenue, Sioux Falls, SD  57110.  Motion carried.
Motion by Talcott, seconded by Ode to acknowledge the Brandon Valley Education Association notification of contract negotiations for 2021 and beyond.  Motion carried.
Motion by Talcott, seconded by Scott to approve the following personnel items:
1. Approve resignation of Valerie Grieve, District English Language Learner Educational Assistant, effective November 13, 2020.
2. Approve recommendation to hire Kelly Kotalik, District English Language Learner Educational Assistant, effective November 24, 2020.
3. Approve resignation/retirement notification from Chris Erickson, full-time BVMS Cook, effective December 23, 2020.
4. Approve recommendation to hire Jenna Erickson, long-term substitute for Megan Bertsch, VSE 2nd Grade Teacher, effective on or about February 4, 2021, for approximately 12 weeks.
5. Approve resignation from Justin Mashlan as Head Freshman Football Coach, effective at the end of the 2020-21 schoolyear, contingent upon finding a suitable replacement.
6. Approve resignation from Tara Copple, part-time BVHS Child Nutrition Worker, effective November 30, 2020.
7. Approve recommendation to hire the following substitutes for the 2020-21 school year:  Kristene Daugaard, Colter Elkin, Joseph Frantzen, Kaylee Hamann, Katherine Lienke, Max Outland, Madilyn Oye, Samuel Rall, Madysne Smith, Kimberly Trende-Jonson, Amanda Westscott.
Motion carried.
The following communication was presented from the Central Office and Board of Education:
1. Thank you from Michelle Kieffer and family for flowers sent in honor of the birth of their daughter, Millie.
Board reports were heard. Superintendent Jarod Larson thanked Transportation Director David Moody and the Transportation Department for navigating our first winter storm of the school year recently.
Motion by Scott, seconded by Ode to adjourn the meeting at 6:49 p.m.  Motion carried.
