___ Briefing Minutes ___

The Brandon City Council met in a briefing session at 5:30 p.m. on Thursday, February 27, 2020 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota.  Present were Dana Clark, Vickie David, Barb Fish, Tim Jorgenson, David Kull and Mayor Paul Lundberg.  Others present were: City Administrator, Bryan H. Read; Finance Officer, Christina Smith; City Engineer, Tami Jansma; Public Works Director, Rollie Hoeke; Park Superintendent, Devin Coughlin; Police Chief, Joe Weir and Golf Course Manager, Andrew Bauer.  Absent:  Chuck Parsons.

The Council discussed items on the agenda for the upcoming March 2, 2020 regular Council meeting.  No formal action was taken. 

At 6:07 p.m., hearing no further business, the meeting adjourned.

PLANNING & ZONING COMMISSION

The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on February 6, 2020 at the Brandon City Council Chambers. 

Roll call was taken.  Members present were Commissioners Paul Bosch, Brian Heidbrink, Brookes Noem, Rob Schoeneman, Jim Starzl and Alica Thiele.  Also present were Alderman Chuck Parsons, Building Official Paul Clarke, City Administrator Bryan Read and City Engineer Tami Jansma.  Absent was Mayor Paul Lundberg.

Commissioner Bosch moved Commissioner Noem seconded to approve the agenda as amended.  Motion carried.

Commissioner Noem moved Commissioner Heidbrink seconded to approve the consent calendar which contained the following: a plat of Heartland Business Park Addition Lot 4B Block 2.  Motion carried.

Commissioner Thiele moved Commissioner Bosch seconded to approve the minutes of the January 16, 2020 regular meeting.  Motion carried.

Todd Stone, Brandon Valley Hockey Association, was present to discuss plans to build a new facility at Aspen Park.  Todd presented an updated concept plan, including a potential joint indoor soccer facility.  Discussion held on signage and what the current Ordinance allows in the NRC zoning district.  Concerns with maximum building height that is allowed in the NRC zoning district.  Parking requirements were also discussed.  

Discussion was held on GB-General Business zoned properties and possibly allowing a 0’ setback on the common wall, and reductions in the required front yard, side yard and rear yard setbacks..  Patrick Andrews, SECOG, was present for discussion.  Patrick prepared a draft of a proposed ordinance change.  Jayme Smid, Anytime Fitness, was present for discussion.  Jayme is trying to expand her existing building, which does not currently meet the required setbacks.  It was the consensus of the Commission to proceed with the scheduling of a public hearing for the proposed ordinance changes.  

Small Cell Facilities discussion.  Lisa Marso, City Attorney, prepared a draft ordinance, which was presented to the Commission.  Commissioner Heidbrink moved Commissioner Bosch seconded to make recommendation of approval to the City Council.  Motion carried.

Building permits for January were presented: #20200001 - #20200014.  No action required.

At 7:32 p.m. having no further business, Commissioner Bosch moved Commissioner Heidbrink seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.
