THE MINNEHAHA COUNTY COMMISSION CONVENED AT 9:00 A.M. February 18, 2020, pursuant to adjournment on February 11, 2020. Commissioners present were: Barth, Bender, Beninga, Heiberger, and Karsky. Also present were Olivia Larson, Commission Recorder, and Margaret Gillespie, Senior Deputy State’s Attorney.
MOTION by Beninga, seconded by Barth, to amend the agenda to remove Item 4h, the Auditor’s Office Financial Reports for January 2020.  5 ayes.

Upon the request of Chris Lilla, Director of Equalization, MOTION by Barth, seconded by Beninga, to approve the following abatements for 2019 property taxes representing the Elderly Assessment Freeze: Parcel ID 54697, in the amount of $449.45, 700 E 57th Street; Parcel ID 37502, in the amount of $822.71, 826 N Indiana Ave; and Parcel ID 42329, in the amount of $449.45, 900 W 10th Street. Upon the request of Chris Lilla, Director of Equalization, MOTION by Barth, seconded by Heiberger, to approve an abatement for Parcel ID 91766 in the amount of $1,639.09, 2019 property taxes, legally described as Tract 1 Mendel’s Addition Ne1/4 Nw1/4 16 103 50 Lyons Township 103-50, due to an error that occurred when the land was re-platted. By roll call vote: 5 ayes.
LIEN COMPROMISE
Melinda Storley, Commission Assistant, gave a briefing on an application for a compromise of lien for DPNO 23689 in the amount of $1,424.53. The lien represents Public Defender and Poor Relief services provided to the applicant’s ex-spouse between January 1989 and July 2015. The applicant and her ex-spouse were married in 1971 and divorced in 1996. The applicant’s ex-spouse passed away in January 2020. The lien was attached to the applicant’s property located at 916 Gordon Drive, Sioux Falls. The property was transferred from the ex-spouse to the applicant through a Quitclaim Deed in 1989. The compromise request was to release the lien in full with no payment only as it applies to the real property. MOTION by Barth, seconded by Karsky, to approve Resolution MC20-09. By roll call vote: 5 ayes.
RESOLUTION MC20-09
WHEREAS, a County Aid Lien in the amount of $1,424.53, purports to exist in favor of Minnehaha County and against DPNO 23689 as Lienee, and 
WHEREAS, said lienee’s ex-spouse has filed an application with the County Auditor stating such facts as provided for by Law,
NOW, THEREFORE, BE IT RESOLVED that after due consideration of the circumstances the Board of County Commissioners finds it advisable and proper to authorize the Chair of the County Board and the County Auditor to execute the following:
Compromise and release lien DPNO 23689 in full with no payment.

PUBLIC COMMENT
Tessa Schwans, 26526 Lakeview Place, Hartford, gave an update on the Wall Lake Legacy Trail Project.
PRESENTATIONS
Mike Lynch, Forward Sioux Falls Director of Investor Relations, presented on Forward Sioux Falls including the governing structure, funding, the strategic workforce action agenda, initiatives, and partnerships. Sioux Falls area construction values, job growth, employment rates, labor participation, and population were also presented.
Kari Benz, Human Services Director, presented on the Human Services Department including the development of reports to evaluate the efficacy of services, community collaborations, program impacts, the Community Triage Center, and the Department’s focus areas for the 2021 budget cycle.
PROPOSAL AWARD
Mike Mattson, Jail Warden, presented on the Minnehaha County Inmate Electronic Monitoring System Request for Proposals and presented a Master Agency Agreement with Participating Addendum and Product and Service Schedule with Alcohol Monitoring Systems, Inc (SCRAM Systems). Five proposals were received and opened on December 18, 2019, from the following companies: BI, Satellite Tracking of People, SCRAM Systems, Sentinel Offender Services, and Track Group. After reviewing the proposals and attending two onsite product demonstrations by the top vendors, it was determined that SCRAM Systems’ proposal best met the needs of the County. Warden Mattson and Kurt Schaunaman, Lieutenant Deputy Sheriff, demonstrated the GPS tracking device. MOTION by Beninga, seconded by Barth, to award the proposal to Alcohol Monitoring Systems, Inc. dba SCRAM Systems and to authorize the Chair to sign the Master Agency Agreement with Participating Addendum and Product and Service Schedule with Alcohol Monitoring Systems, Inc. dba SCRAM Systems for an inmate electronic monitoring system for a term of three years beginning upon execution. By roll call vote: 5 ayes.
PURCHASE
Mark Kriens, Facilities Director, requested approval for the purchase of one 2020 Dodge Ram 3500 truck off of the South Dakota State Bid, Contract #17339, from Beadle Ford-Chrysler-Dodge-Jeep, at a cost of $29,615.46. The truck will replace a 2001 Ford F250 truck that was declared as surplus and sold in 2019. MOTION by Barth, seconded by Heiberger, to approve the purchase of one 2020 Dodge Ram 3500 truck off of the South Dakota State Bid, Contract #17339, from Beadle Ford-Chrysler-Dodge-Jeep, 5023 4th Ave, Bowdle, SD at a cost of $29,615.46. By roll call vote: 5 ayes.
LEGISLATIVE UPDATE
Craig Dewey, Assistant Commission Administrative Officer, gave an update and status report on the 2020 Legislative Session bills that impact Minnehaha County specifically highlighting House Bill 1099 and Senate Bill 157.
LIAISON REPORT
Commissioner Karsky reported that an offer was made to an applicant for the Minnehaha County/Lincoln County Economic Development Associations Executive Director position.
Commissioner Karsky reported that Betsy Doyle was appointed as the Deputy Public Defender.
Commissioner Barth reported on the February 13, 2020, Give to the Heartland House fundraising event.
Commissioner Bender reported the Homeless Advisory Board is working on finalizing organizational documents to reconstitute the board and rename it the Accessible Housing Advisory Board.
MOTION by Heiberger, seconded by Barth, to recess the Minnehaha County Commission Meeting at 10:14 a.m.  5 ayes.
MOTION by Karsky, seconded by Barth, to reconvene the Minnehaha County Commission Meeting at 10:24 a.m.  5 ayes.
