Minnehaha County Highway Department requests bids for “Structure No. 50-206-100 Replacement”.
Replace the existing 122.0’ two-span precast concrete double tee bridge with a new two-span 110’-pre-stressed concrete 27-inch girder bridge.
Sealed bids shall be received by Minnehaha County Auditor’s Office, 415 N Dakota Avenue, Sioux Falls, SD 57104, not later than 10:15 a.m. Wednesday, February 19, 2020. Bids shall be publicly opened and read at the Auditor’s Office at 10:30am.
Specifications and proposal forms that must be used are available at Minnehaha County Highway Department located at 2124 E 60th Street North, Sioux Falls, SD 57103. Bids submitted on forms other than the proposal supplied by the Minnehaha County Highway Department will be irregular and will not be considered.
Minnehaha County reserves the right to reject any or all bids, waive technicalities, and make award(s) as deemed to be in the best interest of the county.

THE MINNEHAHA COUNTY COMMISSION CONVENED AT 9:00 A.M. January 28, 2020, pursuant to adjournment on January 21, 2020. Commissioners present were: Barth, Bender, Heiberger, and Karsky. Commissioner Beninga was absent. Also present were Olivia Larson, Commission Recorder, and Margaret Gillespie, Senior Deputy State’s Attorney.
Judge Robin Houwman administered the Oath of Office to appointed State’s Attorney Crystal Johnson. State’s Attorney Johnson spoke on her passion for prosecution and thanked the Commission, Judge Houwman, her family, and her friends.

The Auditor’s Office Financial Reports for December 2019, the December 2019 Juvenile Detention Center Report, the 2019 4th Quarter Juvenile Detention Center Report, and the Sioux Empire Fair Association Audit Report for 2018 and 2017 were received and placed on file in the Auditor’s Office. BRIEFINGS
Jason Gearman, Emergency Management Director, gave a briefing on the spring flood outlook highlighting the moisture level, the aquifer level, the Big Sioux River, current snow depths, national trends, a moderate to severe flood expectancy, and preparation efforts.
Dave Johnson, Glory House Executive Director, gave a briefing on the Glory House Apartments completed in Mid-December, their capital campaign, their budget, the Glory House Treatment Facility, accreditation by the South Dakota Department of Social Services, and current staffing.
BID AWARD
DJ Buthe, Highway Superintendent, reported on the January 8, 2020, bid opening for Bid #20-01, Highway Project MC20-02, Mill and Asphalt Overlay. Seven bids were received from the following companies: Double H Paving, Inc., $2,941,562.73; Duininck, Inc., $3,118,986.81; Central Specialties, Inc., $3,149,636.74; Black Top Paving, $3,295,950.25; Bituminous Paving, Inc., $3,306,149.30; Asphalt Surfacing Company, $3,405,535.54; and Myrl and Roy’s Paving, Inc., $4,183,527.93. Staff recommended awarding the bid to the low bidder, Double H Paving, Inc. The engineer’s estimate was $3,115,013.49. MOTION by Karsky, seconded by Barth, to award Bid #20-01, Highway Project MC20-02, Mill and Asphalt Overlay, to Double H Paving, Inc. in the amount of $2,941,562.73, and to authorize the Chair to sign the contractor contract. PRESENTATION
DJ Buthe, Highway Superintendent, presented the 2020 Highway Department Update including positive outcomes in 2019, current projects, and future opportunities.
APPOINTMENT
Carol Muller, Commission Administrative Officer, requested the appointment of Commissioner Karsky to the Sioux Empire Triage Center Board. Commissioner Karsky has been serving as the liaison for the triage center project. The proposed board of directors will include representatives from the City of Sioux Falls, Minnehaha County, Avera Health, and Sanford Health. Participation agreements will be established at a later date after the finalization of the board members. MOTION by Heiberger, seconded by Barth, to appoint Commissioner Karsky to the Sioux Empire Triage Center Board. By roll call vote: 4 ayes.
LEGISLATIVE UPDATE
Carol Muller, Commission Administrative Officer, gave an update and status report of the 2020 Legislative Session on bills that impact Minnehaha County specifically highlighting Senate Bill 68 and Senate Bill 70. Ms. Muller was directed to have a resolution drafted regarding Senate Bill 70 for action at the next Commission Meeting.
Commissioner Karsky left the meeting.
LIAISON REPORT
Commissioner Barth reported on the January 27, 2020, Planning Commission Meeting where Bonnie Duffy and Becky Randall were elected as Chair and Vice Chair respectively. Upon the request of Commissioner Barth, Scott Anderson, Planning Director, spoke on the City of Hartford’s Planning & Zoning Meeting to take place on January 28, 2020, at 7:00 p.m. at the American Legion Hall where they will be discussing the proposed joint zoning jurisdiction.
NEW BUSINESS
Chris Lilla, Director of Equalization, reported that assessment notices with 2020 values will be mailed out by March 1, 2020. The deadline to appeal 2020 values is Thursday, March 12, 2020. The Local Board of Equalization meetings will begin on March 16, 2020, and end on March 20, 2020. The assessment notices do include whether or not a property is designated as owner occupied.
MOTION by Heiberger, seconded by Barth, to adjourn the Minnehaha County Commission Meeting. 4 ayes.
