PURCHASES
Mike McGovern, Deputy Sheriff Lieutenant, requested approval for the purchase of one (1) 2019 Dodge Grand Caravan off the State of South Dakota bid contract with Wegner Auto. The Jail budgeted $23,050 for a new transport vehicle in 2019. The total State bid cost is $22,464, which includes the base price of $21,769 and an additional $695 for the power driver’s seat with lumbar support. MOTION by Heiberger, seconded by Karsky, to approve the purchase of (1) 2019 Dodge Grand Caravan at the purchase price of $22,464 off of South Dakota State Contract #17259 from Wegner Auto, 330 E Sioux Ave, Pierre. By roll call vote: 5 ayes.
DJ Buthe, Highway Superintendent, requested approval for the purchase of two (2) PCMS-1500LP Changeable Message Boards off of Minnesota State Contract Release A-210(5), Contract 124548, from Street Smart Rentals, at a cost of $21,922 each. The new message boards will replace current ones that do not have radar capabilities and mobile programing. The current message boards have a surplus value of $10,000 each and would be declared as surplus at a later time. Commissioners Heiberger and Beninga expressed concern regarding purchasing new message boards as opposed to updating the current message boards. Mr. Buthe spoke on the reasons for requesting new message boards highlighting concerns with the cost for maintenance and upkeep of the current message boards. MOTION by Karsky, seconded by Barth, to approve the purchase of two (2) PCMS-1500LP Changeable Message Boards off of Minnesota State Contract Release A-210(5), Contract 124548, from Street Smart Rentals, 7526 4th Ave, Lino Lakes, MN, at a total cost of $43,844. LEGISLATIVE UPDATE
Craig Dewey, Assistant Commission Administrative Officer, gave an update and status report of the 2019 Legislative Session on bills that impact Minnehaha County.
LIAISON REPORTS
Commissioner Barth reported on the Museum receiving a $15,000 grant from the Mary Chilton Chapter Daughters of the American Revolution that will be utilized for shelving.
Commissioner Barth reported on the “Give From the Heart to Heartland House” fundraiser for the Inter-Lakes Community Action Partnership’s Heartland House program to take place on February 21, 2019.
Commissioner Barth reported on being elected to serve on the East Dakota Water District’s Board of Directors.
Commissioner Barth reported on the January 14, 2019, Minnehaha County Conservation District Meeting and noted the effects of the government shutdown.
Commissioner Karsky reported on the January 8, 2019, Detox Advisory Board Meeting where he requested information to be provided regarding the number of people by substance used, who go to the Detox Center.
Commissioner Karsky reported on the January 15, 2019, Public Defender Advisory Board Meeting where topics such as policies and procedures for conflict cases and changes regarding security and accessibility of the building were discussed.
In response to questions from Commissioners Barth and Karsky, Carol Muller, Commission Administrative Officer, spoke on the Minnehaha County Liaison Assignments being a public record. Commissioners directed staff to ensure the list was provided on the County website if it had not already been done.
OLD BUSINESS
Commissioner Karsky provided an update on the triage center. A national expert will be brought in to analyze the work the Triage Center Policy Committee came up with to build the blueprint for the triage center. Commissioner Heiberger stated the triage center is at the beginning of the third phase of the project.
Commissioner Beninga commented on the diligence of the Information Technology Department (IT), the Auditor’s Office, and the Treasurer’s Office in solving the issues brought forward during a briefing at the January 8, 2019, Commission Meeting regarding tax distributions and payments.
