PLANNING & ZONING
COMMISSION
The Brandon Planning & Zoning Commissio n met in regular session at 6:30 p.m. on May 7, 2020 at the Brandon City Council Chambers.
Roll call was taken. Members present were Commissioners Paul Bosch, Brian Heidbrink, Brookes Noem, Rob Schoeneman and Jim Starzl. Commissioner Alica Thiele was present via Zoom. Also present were Alderman Chuck Parsons, Building Official Paul Clarke, City Administrator Bryan Read and City Engineer Tami Jansma. Absent was Mayor Paul Lundberg.
Commissioner Noem moved Commissioner Starzl seconded to approve the agenda. Motion carried.
Commissioner Heidbrink moved Commissioner Bosch seconded to approve the consent calendar which contained the following item: a plat of Brandon Park Second Addition Lot 29B Block 5. Motion carried.
Commissioner Thiele moved Commissioner Heidbrink seconded to approve the minutes of the April 16, 2020 regular meeting as amended. Motion carried.
Mike Van Voorst, 1913 W. River Bluff Drive, was present to discuss the Home Occupation Permit Application for 1909 W. River Bluff Drive and expressed his concerns that he feels the value of his home will be affected, there are covenants in the area that don’t allow for home businesses, the ability to use his home will be limited from having a home daycare located next door, concerns with congestion and on-street parking.
Kelly Kramer, 1912 W. River Bluff Drive, was present to discuss the Home Occupation Permit Application for 1909 W. River Bluff Drive and expressed his concerns that there are covenants in the area that don’t allow for home businesses, safety concerns with increased traffic, on-street parking and congestion, property value concerns.
Courtney Wood, 1909 W. River Bluff Drive, was present for discussion. Courtney is applying for the Home Occupation Permit to operate an in-home daycare.
Beth Callahan, 1904 W. River Bluff Drive, was present for discussion and to voice her support of the Home Occupation Permit Application for 1909 W. River Bluff Drive. Beth expressed that it is difficult for families to find daycare and would welcome this in-home daycare in their neighborhood.
A Home Occupation Permit Application was presented for 1909 W. River Bluff Drive. Applicant Courtney Wood was present for discussion. Will be installing a fence. Commissioner Bosch moved Commissioner Heidbrink seconded to approve the Home Occupation Permit Application as presented. Motion carried.
A draft of proposed changes to the Sign Ordinance was presented. Patrick Andrews, SECOG, was present for discussion. A public hearing will be scheduled for June 4, 2020.
At 6:50 p.m. Commissioner Thiele moved Commissioner Heidbrink seconded to adjourn the Planning & Zoning Commission meeting. Motion carried.
At 6:50 p.m. Chairman Parsons called the Board of Adjustment meeting to order.

Commissioner Bosch moved Commissioner Starzl seconded to approve the agenda. Motion carried.
A Variance Application for 1224 E. Holly Blvd was presented. This was tabled at the March 5, 2020; April 2, 2020 and April 16, 2020 Planning & Zoning Commission meetings. Commissioner Thiele moved Commissioner Heidbrink seconded to defer further discussion until a later date. Motion carried.
A Variance Application for 1601 E. Rushmore Drive was presented. Applicant Mitch Lynch was present. Mitch is wanting to construct a third stall garage which would encroach the required front and rear yard setbacks. Hardship being the oddly shaped lot. Commissioner Bosch moved Commissioner Starzl seconded to approve the Variance Application as presented. A roll call vote showed Bosch, Starzl, Thiele aye; Heidbrink, Noem, Schoeneman nay. Motion failed for the lack of a 2/3 majority of the members.
Commissioner Heidbrink moved Commissioner Thiele seconded to defer the Variance Application to the May 21, 2020 Board of Adjustment meeting, to allow the applicant to consider changes to the application. Motion carried.
At 7:33 p.m. having no further business, Commissioner Bosch moved Commissioner Heidbrink seconded to adjourn the Board of Adjustment meeting. Motion carried.
Building permits for April were presented: #20200048 - #20200115. No action required.
At 7:34 p.m. Chairman Parsons adjourned the Planning & Zoning Commission meeting.
