PLANNING & ZONING COMMISSION

The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on June 6, 2019 at the Brandon City Council Chambers.
The meeting was not recorded.
Roll call was taken.
Members present were Commissioners Paul Bosch, Brian Heidbrink, Brookes
Noem and Alica Thiele. Also present were Alderman Chuck Parsons, City Building Official Paul Clarke, City Administrator Bryan Read and City Engineer Tami Jansma.
Absent were Commissioner Jim Starzl and Mayor Paul Lundberg.
Commissioner Noem moved Commissioner Bosch seconded to approve
the agenda. Motion carried.
Commissioner Heidbrink moved Commissioner Bosch seconded to approve the consent calendar which contained the following items:
a plat of The Bluffs Addition Lots 5-8 Block11; Lots 5-9, 22-27 Block 12 & Lots 5-8 Block 13; a plat of Twin Rivers Crossing Addition Tract 1 and to move Item 1 on the Consent Calendar to a discussion item. Motion carried.
Commissioner Thiele moved Commissioner Noem seconded to approve the minutes of the May 2, 2019 regular meeting. Motion carried.
Election of Vice-Chairperson - Commissioner Heidbrink moved Commissioner Thiele seconded to nominate Paul Bosch as Vice-Chairperson. Motion carried.
Commissioner Heidbrink moved Commissioner Bosch seconded to approve the plat of Alliance Plaza 2nd Addition Lots 1-4, as presented. Motion carried.
A public hearing was held, as advertised, to consider a Re-Zone Application for 501 S. Main Avenue. Applicant, Brandon Lumber Company, wants to re-zone from R-1 to CB to place hard surfacing on the lot for snow removal. Commissioner Heidbrink moved Commissioner Noem seconded to make recommendation to City Council to approve the rezone application as presented. Motion carried.
A public hearing was held, as advertised, to consider a Conditional Use Application for 509 N. Splitrock Blvd. Applicant, Billy Cutrer, wants to sell malt beverage/SD farm wine during performing arts events and private parties on occasion. Commissioner Bosch moved Commissioner Thiele seconded to approve the conditional use application as presented, for all operating hours. Motion carried.
Discussion was held on the current off-street parking Ordinance #15-13-3, as it pertains to parking pads located in the front yard of residentially zoned properties. No action taken.
Building permits for May were presented: #20190067 - #20190121. No action required.
At 7:46 p.m., having no further business, Alderman Parsons moved Commissioner Bosch seconded to adjourn the Planning & Zoning Commission meeting. Motion carried.
