PRESENTATION
Joleen Thompson, Family Visitation Center Director of Services, and Carol Woltjer, Family Visitation Center Director of Development, presented on their supervised visitation program highlighting the number of families they serve, the continued need for the service, and the impact of COVID-19 on their operation.
AGREEMENTS
Joe Bosman, Deputy Sheriff Captain, presented the 2021 Police Service Agreements. The hourly rate will increase from $35.50 in 2020 to $36.45 in 2021. The number of hours per week each community will receive patrol and police services is as follows: 35 hours in Baltic, 15 hours in Colton, 25 hours in Crooks, 154 hours in Dell Rapids, 43 hours in Garretson, 100 hours in Hartford, 10 hours in Humboldt, and 22 hours in Valley Springs. All agreements remain the same in scope of services provided by the Minnehaha County Sheriff’s Office. MOTION by Heiberger, seconded by Beninga, to authorize the Chair to sign the 2021 Police Services Agreements between Minnehaha County and the Cities of Baltic, Colton, Crooks, Dell Rapids, Garretson, Hartford, Humboldt, and Valley Springs. By roll call vote: 5 ayes.
Joe Bosman, Deputy Sheriff Captain, presented an agreement between Minnehaha County and the Sioux Falls Regional Airport Authority to provide certified law enforcement officers in the airport terminal. Part time employees will be used to staff these positions. Responsibilities include responding to incidents at the screening checkpoint, apprehending passengers possessing prohibited items, neutralizing disorderly subjects, identifying loitering individuals, and verifying identification of all law enforcement officers and Federal Flight Deck Officers. The County will bill the Airport Authority on a monthly basis based on actual hourly wages paid for performing the services and attending required trainings. MOTION by Karsky, seconded by Heiberger, to authorize the Chair to sign the 2021-2022 Law Enforcement Officers Services Agreement with the Sioux Falls Regional Airport Authority beginning on January 1, 2021, and ending on December 31, 2022. By roll call vote: 5 ayes.
RESOLUTION
DJ Buthe, Highway Superintendent, presented a resolution to establish speed zones on the County Highway System within Minnehaha County. The resolution is intended to be a single source for all speed zones across the system and would replace Resolution MC18-66. Through the new resolution, a portion of the speed zone on County Highway 130 would be expanded and a step-down speed zone would be added to County Highway 114 east of Baltic. MOTION by Heiberger, seconded by Barth, to approve Resolution MC20-66. By roll call vote: 5 ayes.

ESTABLISH SPEED ZONES
ON THE COUNTY HIGHWAY SYSTEM
WITHIN MINNEHAHA COUNTY
WHEREAS, it is the desire of the Minnehaha County Board of County Commissioners to establish speed zones on the Minnehaha County Highway System, and
WHEREAS, the Board of County Commissioners has authority to set speed zones pursuant to South Dakota Codified Law (SDCL) 32-25-9.1, now
THEREFORE, BE IT RESOLVED, that all speed limits on the Minnehaha County Highway System set by previous resolutions are hereby removed and superseded by this Resolution, and
BE IT FURTHER RESOLVED, that the maximum speed limit on the Minnehaha County Highway System be established at 55 Miles Per Hour or as defined in the following table and illustrated in the supplemental Speed Zone Map:
BE IT FURTHER RESOLVED, that the Minnehaha County Highway Superintendent is hereby directed to erect and post the appropriate signage in accordance with SDCL 32-25-9.1.

AGREEMENTS
DJ Buthe, Highway Superintendent, presented a Right-Of-Way Purchase Agreement for property owned by Mark & Peggy VanAsselt. In conjunction with JSA Engineers, the Highway Department is rebuilding County Highway 149 from County Highway 122 five and a quarter miles north to the Colton city limits. In order to meet safety standards, additional right-of-way is required. The County has been awarded $32,000.00 of Preliminary Engineering funds for the replacement of Structure #50-087-120, and will be responsible for a 20% match of $8,000.00. The County’s project number for the replacement of the structure is MC20-12. The State’s project number is BRO 8050(00)21-1, PCN 08CD. MOTION by Heiberger, seconded by Beninga, to authorize the Chair to sign the Bridge Improvement Grant Agreement with the South Dakota Department of Transportation for preliminary engineering funds of $32,000.00 requiring a 20% match by the County of $8,000.00. PURCHASE
Bob Litz, Auditor, requested approval to purchase a DS-850 Ballot Tabulator Machine. A lightly used ballot tabulator became available for purchase through Election System & Software (ES&S) at a cost of $98,500.00. For the purposes of equipment redundancy, consistency in the equipment being utilized, and the growing population of Minnehaha County, an additional ballot tabulator was identified for purchase. Help America Vote Act (HAVA) funds are available for Minnehaha County to submit a claim for reimbursement of the cost of the ballot tabulator. MOTION by Beninga, seconded by Heiberger, to authorize the purchase of a Refurbished Model DS-850 High Speed Digital Image Scanner from Election System & Software at a cost of $98,500.00, and to authorize the submission of a claim to the Secretary of State’s Office for Help America Vote Act funds for reimbursement of the cost of the equipment. By roll call vote: 5 ayes.

Craig Dewey, Assistant Commission Administrative Officer, presented a resolution to declare the County gravel pit as surplus to be sold at auction and accept the appraisal value. The appraisal board has set an appraisal value of $900,000 on the land with the property’s best use being a mining operation. The law enforcement shooting range would remain in possession of the County. MOTION by Heiberger, seconded by Karsky, to approve Resolution MC20-67, to declare certain County owned property as surplus and accept appraisal, and the method of sale be auction. By roll call vote: 5 ayes. Maggie Gillespie, Senior Deputy State’s Attorney, spoke on the need or lack thereof for a separate motion as was listed on the agenda as subpart b.

DECLARE CERTAIN COUNTY OWNED PROPERTY
AS SURPLUS AND ACCEPT APPRAISAL
WHEREAS, Minnehaha County is the owner of the parcel Record ID 93053, located in Minnehaha County South Dakota; and
WHEREAS, the Minnehaha County Commission has determined, in accordance with the provisions of SDCL 6-13-1 that this parcel is no longer necessary, useful, or suitable for the purposes for which Minnehaha County originally acquired the property; and
WHEREAS, the Minnehaha County Commission desires to take the initial steps to have the property declared as surplus and to accept the appraisal of said property in preparation for a method of sale to be determined at a later date; now
THEREFORE, BE IT RESOLVED, by the Minnehaha County Board of Commissioners, that Record ID 93053, described as Plat of TRACT 1 SIERRA ADDITION in the SE1/4 of the SE1/4 of Section 6, Township 101 North, Range 50 West of the 5th P.M., Minnehaha County, South Dakota, is hereby declared as surplus property of Minnehaha County for purposes of public sale through auction determined by the County Commission; and
BE IT FURTHER RESOLVED, by the Minnehaha County Board of Commissioners, that staff is hereby authorized to obtain an appraisal on the property through statutorily authorized procedures.

BRIEFING
Carol Muller, Commission Administrative Officer, gave a briefing on Minnehaha County’s efforts regarding COVID-19 including the employee face mask policy and the rate at which COVID-19 has affected staffing. Commissioner Bender encouraged everyone to remain diligent in their COVID-19 efforts.
LIAISON REPORT
Commissioner Heiberger reported on a request from the Governor’s Office that she serve on the Council of Juvenile Services.
Commissioner Bender reported on meeting with the Sheriff’s Office, Lincoln County Commissioners, and the Lincoln County Sheriff to discuss the continued housing of Lincoln County inmates in the Minnehaha County Jail and a possible revision of the current agreement.
