Notice of Request for Proposals
for Construction Manager-At-Risk
Date: November 10, 2020
Minnehaha County, South Dakota, hereby solicits qualified and interested parties to submit responses to the Request for Proposals for providing Construction Manager-At-Risk (CMAR) services, as described in the Request for Proposals, in accordance with federal, state, and local laws and regulations. The County Commission is seeking responses to the Request for Proposals to provide CMAR services for Minnehaha County Administration and Extension Design and Construction.
In order for a response to the Request for Proposals to be considered, any response must be received by the Minnehaha County Auditor’s Office, 415 N Dakota Avenue, Sioux Falls, South Dakota 57104 no later than December 2, 2020, at 3:00 p.m. central time. Instructions are contained in the Request for Proposals which shall be carefully followed by Proposers. One (1) original and eight (8) copies of the complete response to the Request for Proposals are to be submitted. Responses to the Request for Proposal received after the submission deadline will be rejected and returned unopened to the sender.
The Request for Proposal for CMAR services has been placed on file at the Minnehaha County Auditor’s Office. The RFP is also available at the Minnehaha County website: www.minnehahacounty.org. The County reserves the right at any time and for any reason to cancel this Request for Proposals, to reject any or all proposals, to provide an addendum to this Request for Proposals, or to accept an alternate proposal. The County reserves the right to waive any immaterial defect in any response to the Request for Proposal.

LIEN COMPROMISE
Melinda Storley, Commission Assistant, gave a briefing on an application for a compromise of lien for DPNO 97336, 51227, and 59070 with a combined balance of $10,079.61. The liens represent Public Advocate, Public Defender, and Poor Relief services provided to the applicant between October 2003 and December 2019. Additional charges for legal services provided in 2020 are still to be recorded and not included in the current total owed. The applicant does not have a current real estate transaction pending, but is working to eliminate her debts. To date, the applicant has made payments on the liens in the combined total amount of $2,904.20. The compromise request was to release the liens in full with no payment or upon payment of $1,000.00. Commissioners expressed concern for approving a compromise at this time due to the following reasons: there are no pending real estate transactions that would be affected, additional charges are pending to be recorded, and liens do not accrue interest. MOTION by Beninga, seconded by Barth, to take no action and allow the applicant to re-apply at a later time. By roll call vote: 5 ayes.
APPOINTMENT
Upon the request of Craig Dewey, Assistant Commission Administrative Officer, MOTION by Heiberger, seconded by Barth, to appoint Carol Twedt to serve on the Housing and Redevelopment Commission for an additional five year term. By roll call vote: 5 ayes.
BUDGET SUPPLEMENT
Lori Montis, Human Services Assistant Director, via teleconference, requested a budget reduction of One Sioux Falls Funds. In April 2020, $25,000 was awarded to the Minnehaha County from the One Sioux Falls Fund to provide assistance those to in need who were residing in motels. The remaining funds were returned to the Sioux Falls Area Community Foundation due to the motel assistance being discontinued. MOTION by Barth, seconded by Karsky, to approve a budget reduction in the amount of $15,100.01 (4110000-422925, One Sioux Falls-Shelter) for One Sioux Falls monies not utilized for motel expenditure that was returned to Sioux Falls Area Community Foundation; This budget reduction is from 4110000-422925 (One Sioux Falls-Shelter). By roll call vote: 5 ayes.
PROPOSAL AWARDS
Mark Kriens, Facilities Director, presented the Minnehaha County Energy Plant Chiller Replacement Request for Proposals (RFP). Five proposals were received and opened on October 21, 2020, from the following companies: Howe Inc, Krier & Blain Inc, Midwestern Mechanical Inc, Redlinger Bros Plumbing & Heating Co, and Hander Inc. An Evaluation Committee scored the responsive proposals and references were checked. It was determined that Krier & Blain Inc was the most qualified to perform the work and services outlined in the RFP. The final contract will be presented to the Commission at a later date. MOTION by Beninga, seconded by Karsky, to award the proposal to Krier & Blain Inc for RFP #20-03, Minnehaha County Energy Plan Chiller Replacement. By roll call vote: 5 ayes.
Jeff Gromer, Chief Deputy Sheriff, presented the Comprehensive Institutional Healthcare Services for the Minnehaha County Jail Request for Proposals (RFP) and the corresponding agreement with Correctional Medical Management, LLC. Six proposals were received and opened on October 14, 2020, from the following companies: NaphCare, VitalCore Health Strategies LLC, STG International, Morse Correctional Healthcare & Consulting Inc, CBH Medical, and MEnD Correctional Care, PPLC. A Review Committee selected Morse Correctional Healthcare & Consulting Inc dba Correctional Medical Management, LLC (a joint entity with Health Management Partners) as the most qualified responder. The management fee for the first year will be $260,000.00 and $266,500.00 for the second year. There will be a 2.5% increase for each renewal term after the initial two year term. MOTION by Beninga, seconded by Heiberger, to award the proposal to Morse Correctional Healthcare & Consulting Inc dba Correctional Medical Management, LLC for RFP #20-02, Minnehaha County Jail Comprehensive Institutional Health Care Services, and to authorize the Chair to sign the Comprehensive Institutional Healthcare Services Agreement for a two year term beginning on January 1, 2021. By roll call vote: 5 ayes.
NEW BUSINESS
Commissioner Barth congratulated Commissioners Bender and Karsky on their re-election, as well as, his District 25 opponents.
Commissioner Bender brought up for discussion the idea of cutting down on the number of Commission Meetings between January 2021 and April or May 2021 for the purposes of limiting the spread of COVID-19. Commissioner expressed interest decreasing the number of meetings and noted the following topics: giving the Chair more power to make certain types of decisions, maintaining consistency in the scheduling on meetings, and consider operating similarly to Lincoln County.
MOTION by Beninga, seconded by Karsky, to recess the Minnehaha County Commission Meeting at 9:40 a.m. By roll call vote: 5 ayes.

THE MINNEHAHA COUNTY COMMISSION CONVENED AT 1:30 P.M., November 6, 2020, as the GENERAL ELECTION CANVASSING BOARD. Commissioners present were: Bender and Heiberger. Commissioners Barth, Beninga, and Karsky attended via Zoom Videoconference. Also present was Olivia Larson, Commission Recorder via Zoom Video and Teleconference, and Margaret Gillespie, Senior Deputy State’s Attorney.

THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:30 A.M. November 10, 2020, pursuant to adjournment on October 6, 2020. Committee Members present were: Barth (via Zoom Videoconference), Bender, Heiberger, Karsky, Kriens, and Muller. Committee Members Beninga and Litz were absent.
MOTION by Karsky, seconded by Heiberger, to approve the October 6, 2020, Building Committee Meeting Minutes. By roll call vote: 4 ayes.
GRAVEL PIT UPDATE
Craig Dewey, Assistant Commission Administrative Officer, gave an update on the sale of the County’s Gravel Pit. The Appraisal Board was able to meet and appraised the gravel pit land for $90,000, and reconfirmed that a conditional use permit would be required if the buyer intended to mine the site. Committee Members directed staff to move forward with a Fall 2020 sale to ensure a buyer would have time to get any necessary permits required to utilize the land in Spring/Summer 2021. Sheriff Milstead spoke in favor of the sale as long as the shooting range will be able to continue operation after the sale has been completed.
FACILITY COMMITTEE UPDATE
Craig Dewey, Assistant Commission Administrative Officer, gave an update on the status of facility construction and renovation. Tegra Group is following up with the selected Construction Manager At-Risk regarding the contract. The Highway Committee held design meetings where it was determined that the existing site would be utilized, the cost model was updated, and design revisions were reviewed. A Request for Proposals was drafted and will go before the County Commission for Construction Manager At Risk services for the Administration & Extension Building Renovations. The first design meeting for the Administration & Extension Building Renovations took place on November 5, 2020. Additionally, office size standards are being considered and discussed with Tegra Group. Commissioner Beninga joined the meeting at 8:00 a.m.
AUDIO VISUAL UPGRADE
Craig Dewey, Assistant Commission Administrative Officer, presented a proposal to upgrade the Commission Meeting Room and Multi-Purpose Room audio-visual equipment. Due to COVID-19, an increased need for more user-friendly equipment with additional capabilities to conduct remote meets became apparent. A quote in the amount of $73,989.88 was provided by the County’s current audio-visual vendor, AVI. Due to the cost of the equipment, a competitive purchasing package may need to be pursued. The Committee directed staff to contact the Information Technology Department for assistance to move forward in the process, connect with the City of Sioux Falls to look into equipment that would be comparable/compatible with City Link, and bring the item forward at the next meeting with additional information.
NEW BUSINESS
Scott McMahon, Metro Communications Director, spoke on security upgrades at their front entrance and the new facility project progress.
Mark Kriens, Facilities Director, provided an update on the Juvenile Detention Center generator and estimates relating to three small remodels for the Information Technology Suite, the Public Defender Building, and the Health & Human Services Building.
