NOTICE OF RESPONSIBILITY TO CONTROL NOXIOUS WEEDS AND DECLARED PESTS
NOTICE IS HEREBY GIVEN this 11th day of May, 2021 pursuant to SDCL 38-22 as amended to all owners, occupants, agents and public officials in charge of lands in Minnehaha County, South Dakota, that they are responsible for the suppression, control, and eradication of noxious weeds and declared pests infestations that may exist on such lands.
Chemical, biological, and / or cultural control methods used for the suppression, control and eradication of noxious weed and declared pest infestations shall be those approved for such purposes by the Minnehaha County Weed and Pest Supervisor, County Agricultural Extension Agent or the South Dakota State University Experiment Station.
Upon failure to observe this notice, the county weed and pest board is required to proceed pursuant to the law and have the noxious weeds or declared pests destroyed by such methods as they may find necessary, the expense of which shall constitute a lien and be entered as a tax against the land, and be collected as other real estate taxes are collected, or by other means as provided by law.
Plant and animals designated as being noxious weeds and declared pests in the state of South Dakota are Absinth Worm wood, Leafy Spurge, Salt Cedar, Perennial Sow Thistle, Russian Knapweed, Hoary Cress, Canada Thistle, Purple Loosestrife, and Gypsy Moth.
In addition, Musk thistle, and Plumeless thistle have been approved by the State Weed and Pest Control commission as locally noxious weeds and are subject to the same suppression, control and eradication requirements as the before mentioned plants and animals. 
NOTICE IS HEREBY GIVEN that upon establishing probable cause to believe a noxious weed or declared pest infestation exists upon any property in Minnehaha County, a representative of the Minnehaha County Weed and Pest Control board will enter upon said property for the purpose of inspecting and confirming that such infestation actually exists.

PROCLAMATION

AGREEMENTS
SDSU provides full salary and benefit support for one (1) full-time 4-H Youth Advisor to work 100% in Minnehaha County. Minnehaha County will pay SDSU Extension for partial (50%) salary support of a second 4-H Youth Advisor with will also work in Minnehaha County in the amount of $20,621.00. Upon the request of Charles Martinell, SDSU Extension 4-H Youth Program Advisor, MOTION by Heiberger, seconded by Barth, to authorize the Chair to Sign the 2021 Minnehaha County 4-H Advisor Salary MOU with SDSU Extension for 4-H and Youth Programming. 5 ayes.
BREIFINGS
Bill Garnos, Jail Consultant, presented a report on the Inmate Population Trends for Lincoln and Minnehaha Counties. He presented his key findings, including Average Daily Population, Housing Costs, Rental Capacity, and Size Capacity to meet the current and future needs for Minnehaha County.  
Shannon Schultz, Assistant Highway Superintendent, presented information on the Highway 130 Corridor Study. The report included current and future traffic projections, construction choices, and a crash study.  The area affected is CR-137 to I-29, the CR-130 and CR-137 intersection, and the Foundation Park Development. 
CONTRACTS 
MOTION by Beninga, seconded by Bender, to authorize the Chair to Sign the Construction Manager At-Risk for the Highway Facility, presented by Craig Dewey. Barth stepped out of the meeting from 11:03 AM to 11:05 AM. 4 ayes
LIAISON REPORTS
Commissioner Heiberger attended meeting with Judge Houwman for the Juvenile Detention Center, Juvenile Detention Alternatives were discussed.
Commissioner Beninga attended a meeting with Metro Communications and Budget and Personnel was discussed. 
Commissioner Bender attended a meeting with the Triage Link Board, the Link will open early June 2021. 
 NEW BUSINESS
Chief Civil Deputy State’s Attorney, Eric Bogue, discussed IM 26-Medical Marijuana and the county’s readiness to address the issue.

THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:30 A.M. May 04, 2021, pursuant to adjournment on April 06, 2021. Committee Members present were: Commissioners Barth, Bender, Beninga, Heiberger, and Karsky; Facilities Director Kriens; and Commission Administrative Officer Muller.  Also present was Rhonda Bennett, Deputy Auditor.  
MOTION by Beninga, seconded by Bender, to approve the April 06, 2021 Building Committee Meeting Minutes.  5 ayes.
BUILDING PROJECTS
Craig Dewey, Assistant Commission Administrative Officer, gave an overview on the Guaranteed Maximum Price (GMP) on the Extension Building. Dave Derry and Mike Ralston, Henry Carlson Construction, gave alternatives and cost saving options for consideration prior to the May 18, 2021 commission meeting. Mark Kriens, Facilities Director, discussed the options for replacing or repairing the elevator in the Extension Building. Lynn Remmers, JLG Architects, discussed the floor plan options via Zoom teleconference. The main options that need to be decided on include hand railings, elevator, and roofing options. The goal for completion of the project is November 2021.
Craig Dewey, Assistant Commission Administrative Officer, also presented on the refresh options for the Administration Building. Dick Strassburg, Tegra, discussed the GMP for the Administration Building. Lynn Remmers, JLG Architects, discussed the floor plan options via Zoom teleconference.
