MINNEHAHA COUNTY BUILDING COMMITTEE

THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:30 A.M. May 26, 2020, pursuant to adjournment on February 4, 2020. Committee Members present were: Barth, Bender, Beninga, Heiberger, Karsky, and Kriens. Committee Members Litz and Muller were absent.

MOTION by Barth, seconded by Beninga, to approve the February 4, 2020, Building Committee Meeting Minutes. 6 ayes.

Committee Member Litz joined the meeting via teleconference.

Committee Member Muller joined the meeting at 7:37 a.m.

FACILITIES

Mark Kriens, Facilities Director, presented on the Facilities Department highlighting the following: building and grounds service/maintenance, 2019 carryover projects, 2020 Building Fund project list, fairground projects, additional 2020 projects/developments, the energy plan chiller replacement, 2021 Facilities Budget significant increases, 2021 Building Fund project list, and budget summary. Kim Adamson, Finance & Budget Officer, via teleconference, spoke on the allowance for reimbursement of bond proceeds for design work and soft costs leading up to the installation of the chiller. Craig Dewey, Assistant Commission Administrative Officer, spoke on the Facilities Taskforce’s recommendations in relation to the chiller replacement.

Committee Member Litz left the meeting at 8:09 a.m.

GRAVEL PIT

Craig Dewey, Assistant Commission Administrative Officer, gave an update on the County Gravel Pit. The land was platted to ensure the continued operation of the law enforcement shooting range. In order to move forward, the remaining property will need to be declared surplus and an appraisal must be done on the surplus property. The appraisal may either be conducted by a commercial appraisal firm or done by an appointed appraisal board. The Committee gave Mr. Dewey the direction to determine the legal weight of each type of appraisal and whether or not a minimum bid amount may be set if an auction is conducted as the method of sale.

HIGHWAY FACILITY

Craig Dewey, Assistant Commission Administrative Officer, gave an update on the Highway Facility. A broker’s opinion was obtained from Kirby Proehl for the site of the current facility which valued the building and land between $2.4-$3.5 million. The next step is selecting an architecture firm.

ADMINISTRATION & EXTENSION BUILDINGS

Craig Dewey, Assistant Commission Administrative Officer, gave an update on the Minnehaha County Administration and Extension Buildings. The committee met in February and discussed the design, renovation, and building process. Jim Wiederrich, Attorney at Woods Fuller Schultz & Smith P.C., has been retained to provide legal review for documents regarding the project.

JUVENILE DETENTION CENTER FACILITY

Carol Muller, Commission Administrative Officer, gave an update on the Juvenile Detention Center Sally Port and Courtroom. The projects are currently on hold until the court security report has been received. 

EXTENSION BUILDING

Carol Muller, Commission Administrative Officer, spoke on the current usage of the Extension Building including absentee voting, office space for Information Technology staff, regular usage of a large meeting room, and the potential for certain civil attorneys to office in the building.

OPENING OF COUNTY ADMINISTRATION

Carol Muller, Commission Administrative Officer, announced the Minnehaha County Administration building will re-open to the public on June 3, 2020.
