THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:45 A.M. April 6, 2021, pursuant to adjournment on March 23, 2021. Committee Members present were: Barth, Bender, Beninga, Karsky, Kriens, Kyte via Zoom, and Muller.  
MOTION by Barth, seconded by Beninga, to approve the March 23, 2021, Building Committee Meeting Minutes.  4 ayes.
FAIRGROUND ADDITION
Scott Wick, CEO at Sioux Empire Fair Assoc, presented on the possible addition of a 150 year-old Post Office at the Fairgrounds. The Century Fund will repair and move to the fairgrounds and the county will need to insure.
Commissioners recommended that Mark Kriens, Minnehaha County Facilities Director, inspect the building prior to deciding on whether to move the building to the Minnehaha County Fairgrounds. 
FACILITIES
Mark Kriens, Facilities Director, presented on the Facilities Department highlighting the following: building and grounds service/maintenance, 2020 carryover projects, 2021 Building Fund project list, additional 2021 projects/developments, the energy plan chiller replacement, and the updated LED light replacement savings. 2022 Facilities Budget significant increases, 2021 Building Fund project list, and budget summary
BUILDING PROJECTS
Craig Dewey, Assistant Commission Administrative Officer, presented on the Highway Facility Project, the Administration Building, and Extension Building Projects.  Dick Strassburg with Tegra, spoke on the increased cost of steel. Craig Dewey spoke about the need for electricity and a propane tank at Building 7 at the Highway Facility. Henry Carlson invited 7 suppliers to bid on steel for the Highway Shop but 4 will not be bidding. Henry Carlson will provide a Guaranteed Maximum Price for the Highway Shop Project.  Administration Building Remodel design was reviewed and the State’s Attorney’s Office and Commission Office noted some possible revisions to the design. The Auditors Office did not have any change suggestions.

 Carol Muller, Commission Administrative Officer, presented an agreement between Minnehaha County and the University of South Dakota (USD) School of Medicine. Through the agreement, USD will provide project administration functions, data/research coordination duties, and grant/project management duties in regard to coordinating council, triage, pre-trial, and juvenile justice initiatives. To fund the agreement, $225,000.00 will be paid out of the County General Fund and $264,000.00 will be funded with MacArthur Foundation grant funds. The County will pay USD twice annually with the first payment being due on April 15, 2021. The agreement designates Erin Srstka as the project director. MOTION by Bender, seconded by Barth, to authorize the Chair to sign the Service Provision Agreement between Minnehaha County and the University of South Dakota Sanford School of Medicine in the amount of $489,000.00 beginning on March 22, 2021, and ending on March 21, 2023. 4 ayes.

WHEREAS COVID-19 infections developed rapidly beginning in March 2020; and 
WHEREAS decisions related to employees, including benefits, and operational closures may require swift and timely decision making; and 
WHEREAS, resolution MC20-16 authorized the Chair to make emergency policy decisions regarding COVID-19 related issues including employee time-off benefits and building and operational closures; 
WHEREAS the Board of Commissioners desires to define the period of time for which the decision-making authority is delegated to the Chair;
