THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:45 A.M. August 4, 2020, pursuant to adjournment on July 7, 2020. Committee Members present were: Barth, Beninga, Heiberger, Karsky, Kriens, Litz, and Muller. Committee Member Bender was absent.
MOTION by Heiberger, seconded by Barth, to approve the July 7, 2020, Building Committee Meeting Minutes. 7 ayes.
BUILDING FUND BRIEFING
Kim Adamson, Finance & Budget Officer, gave a briefing on the Minnehaha County Building Fund Summary. It was reported that the City of Sioux Falls’ Mayor’s Office recently proposed the City fund the construction of the PSAP and the County fund the FF&E (Furniture, Fixtures, & Equipment). This proposal would bring the County’s cost share down to approximately $2,475,000. Scott McMahon, Director of Metro Communications Agency, spoke on the following topics: contingency funds associated with the PSAP construction, costs or lack thereof associated with converting the current PSAP into a backup center, and communication between a new site and the current facility. Staff were directed to move forward with the City’s proposal.
BOND ISSUE
Bob Litz, Auditor, presented a tentative timeline of the bond process for the financing of various projects in the County such as the chiller replacement, the new Highway Facility, the Extension Building, the Administration Building, and potential land purchase. A resolution is being drafted by the County’s Bond Counsel. Kim Adamson, Finance & Budget Officer, clarified the bond timeline and that the resolution will include language that the bond will not exceed $25 million.
GRAVEL PIT
Craig Dewey, Assistant Commission Administrative Officer, gave an update on the sale of the County’s Gravel Pit. A timeline was provided for the preparation of the surplus and the sale. Appointment of an appraisal board is expected to take place at the August 11, 2020, Commission Meeting. The NAI Broker’s Opinion will be received on August 14, 2020. Mr. Dewey requested direction on the preferred method of sale noting sale by auction or sale by sealed bid were available options. The Committee directed Mr. Dewey to move forward with a sale by auction. It was noted that Wieman Auction offered a flat rate cost estimate. Additionally, it was noted that meetings were held with the Sheriff’s Office and Jail Warden to ensure the Law Enforcement Shooting Range could continue operation, and a plat was completed to separate the range from the gravel pit.
FACILITY COMMITTEE UPDATE
Craig Dewey, Assistant Commission Administrative Officer, gave an update on the status of facility construction and renovation. A contract is in negotiation for the architect and the construction manager at risk (CMAR) interviews will be conducted on August 10, 2020, for the new Highway Facility. A contract is in negotiation for the architect of the County Administration Building. Committee Member Kriens reported some ceiling tiles in the Extension Building are being replaced due to condensation from duct work. The Facilities Department is working on ways to avoid condensation issues in the future.

The June 2020 Juvenile Detention Center Report and the 2020 2nd Quarter Juvenile Detention Center Report were received and placed on file in the Auditor’s Office. Jamie Gravett, Juvenile Detention Center Director, reported on the 2nd Quarter Report highlighting the following: the number of in-take calls from 2019 to 2020 in the same time period, mental health holds being down compared to 2019, the top 5 categories for in-take calls, and the lack of a nonsecure section of the Juvenile Detention Center since March 2020 due to COVID-19. Erin Srstka, University of South Dakota Community Projects Director, spoke on the compilation of the reports and introduced two Research Associates, Dr. Bridget Diamond-Welch and Claire Pierskalla, who organize and compile the data for the reports.

PUBLIC COMMENT
Scott Wick, President & CEO of the Sioux Empire Fair Association, provided an update on the first three days of the Sioux Empire Fair and the remainder of the event. Gates are open from 10:00 a.m. to 10:00 p.m. with a hard curfew of 12:00 a.m.
ALCOHOL BEVERAGE LICENSING
Olivia Larson, Deputy Auditor, was present for the public hearing to consider a Special Event Malt Beverage License application submitted by KJT LLC dba 212 The Boiling Point. The license would allow for the sale and consumption of malt beverages at racing events to be held at Huset’s Speedway located at 2012 S Splitrock Blvd, Brandon, on various dates in August and September. For the purpose of the record and a matter of clarification, it was noted that due to a ministerial error, the Notice of Hearing listed the business name as KTT LLC instead of KJT LLC. The error did not affect the validity of the application or proceedings. Doug Johnson, Huset’s Speedway General Manager, addressed a question from Commissioner Barth explaining that over 21 wristbands are being used during the events to ensure alcohol is not served to anyone under age. Kyle Thill, 212 The Boiling Point Owner, was present for the hearing. No one came forward to speak in opposition. MOTION by Heiberger, seconded by Barth, to approve Special Event Malt Beverage Licenses for KJT LLC dba 212 The Boiling Point for racing events at Huset’s Speedway on the following dates: August 21, 2020, August 22, 2020, August 23, 2020, August 29, 2020, September 4, 2020, September 5, 2020, September 6, 2020, September 17, 2020, September 18, 2020, September 19, 2020. AGREEMENTS
Joe Bosman, Deputy Sheriff Captain, presented the Interlocal Agreement between Minnehaha County and the City of Sioux Falls for the 2020 Byrne Justice Assistance Grant (JAG) Program Award for the disparate allocation of funds. The City of Sioux Falls and Minnehaha County will receive $115,681.00 through the 2020 Byrne Justice Assistance Grant (JAG) Program Award. The program provides local governments with funding to support a range of areas including law enforcement programs, training, and equipment. Under a joint spending plan proposal, the City of Sioux Falls will receive 65% ($75,192.00) and the County will receive 35% ($40,489.00). MOTION by Barth, seconded by Beninga, to authorize the Vice Chair to sign the Interlocal Agreement between the City of Sioux Falls and Minnehaha County for the 2020 Byrne/JAG Program Award. 4 ayes.
Kari Benz, Human Services Director, presented, via teleconference, an agreement between Minnehaha County and the South Dakota Department of Social Services, Division of Behavioral Health (State) for the detoxification program. The FY2020 agreement expired May 31, 2020. The State has given written consent to allow Armor Correctional Health Services to provide services within the Minnehaha County Detox Center. The agreement allows for billing up to $42,997.00 for FY2021 detox expenditures at the Minnehaha County Detox Center. The term of the agreement is June 1, 2020 through May 31, 2021. MOTION by Heiberger, seconded by Barth, to authorize the Vice Chair to electronically sign the agreement between Minnehaha County and the South Dakota Department of Social Services, Division of Behavioral Health, for FY2021 detoxification services in the amount of $42,997.00 effective June 1, 2020 and ending May 31, 2021. 4 ayes.
