FOR VOTER REGISTRATION
Voter registration for the General Election to be held on November 3, 2020, will close on October 19, 2020, at 5:00 p.m. Failure to register by this date will cause forfeiture of voting rights for this election. If you are in doubt about whether you are registered, check the Voter Information Portal at www.sdsos.gov or call the county auditor at 605-367-4220.
Registration may be completed during regular business hours at the county auditor’s office, municipal finance office, secretary of state’s office, and those locations which provide driver’s licenses, SNAP, TANF, WIC, military recruitment, and assistance to the disabled as provided by the Department of Human Services. You may contact the county auditor to request a mail-in registration form or access a mail-in form at www.sdsos.gov .
Any voter who needs assistance, pursuant to the Americans with Disabilities Act, may contact the county auditor for information and special assistance in voter registration.

MINNEHAHA COUNTY ENERGY PLANT CHILLER REPLACEMENT
Minnehaha County will be accepting competitive sealed proposals for purpose of the removing, replacing, and maintaining the chillers at the Minnehaha County Energy Plant as outlined within the Request for Proposals.
Sealed proposals will be received at the Auditor’s office 415 N. Dakota Ave, Sioux Falls, SD 57104, until 9:00 a.m. on October 14, 2020. Proposals will not be publicly opened in order to avoid disclosure of contents to competing offerors. Proposals will be reviewed and evaluated by the County and considered at a County Commission Meeting on October 27, 2020.
Proposals must be accompanied by a Cashier’s Check payable Minnehaha County in an amount equal to five percent (5%) of the total amount of the proposal, or a proposal bond for ten percent (10%) of the total amount of the proposal. Proposals shall be marked “Minnehaha County Energy Plant Chiller Replacement”.
Minnehaha County reserves the right to reject any or all proposals and to waive any informalities in the process.
Potential offerors can schedule a site visit prior to the proposal deadline. Due to COVID, pre-proposal site visits will be scheduled on an individual basis. The County intends on holding scheduled site visits on Wednesday, October 7 (date is subject to change). Instructions will be provided to the potential offeror when the site visit is scheduled. See the “Instructions for Proposals” document for how to schedule a site visit.

THE MINNEHAHA COUNTY COMMISSION CONVENED AT 9:00 A.M. September 22, 2020, pursuant to adjournment on September 8, 2020. Commissioners present were: Barth, Bender, and Karsky. Commissioners Beninga and Heiberger were absent. Also present were Olivia Larson, Commission Recorder, and Maggie Gillespie, Senior Deputy State’s Attorney.
Chair Bender presented Doug Blomker, Minnehaha County Safety Committee Chair, with the Gold Level Loss Control/Safety Achievement Award on behalf of the South Dakota Workers’ Compensation Fund and the South Dakota Public Assurance Alliance, in recognition of outstanding loss control ratios in Workers’ Compensation and our various liability insurance plans.

RESOLUTION
Christy Nicolaisen, Multi-Cultural Center of Sioux Falls Executive Director, requested a resolution in support of the Deadwood Grant Fund Application by the Multi-Cultural Center. If awarded, the grant funds would be utilized to update the sprinkler system at the County owned property that houses the Multi-Cultural Center. Mark Kriens, Facilities Director, spoke on the current sprinkler system and the proposed intelligent sprinkler system for the replacement. IN SUPPORT OF THE DEADWOOD GRANT FUND APPLICATION
BY THE MULTI-CULTURAL CENTER
WHEREAS, COUNTY is the owner of the property known as the Sioux Falls Coliseum
which is a historic structure, located at 515 N. Main Avenue, Sioux Falls, South Dakota 57104;
and
WHEREAS, the COUNTY has a long standing relationship with the Multi-Cultural Center,
a nonprofit entity which provides services to aid the immigrant community in Sioux Falls and
Minnehaha County in order that they may acclimate to life in the country; and
WHEREAS, the Multi-Cultural Center is submitting a grant application to the Deadwood
Historic Preservation Commission’s Outside of Deadwood Grant Program for the rehabilitation of
the outdated sprinkler system at a cost of $17,877; and
WHEREAS, the Grant Fund is awarded for no more than 50% of the total project costs,
the Multi-Cultural Center will demonstrate that funds are available to match the grant and is
not seeking financial support from the County; and
NOW THEREFORE, BE IT RESOLVED, that the County Commission of Minnehaha
hereby approves and supports an application by the Multi-Cultural Center to the Deadwood
Grant Program.

BUDGET SUPPLEMENT
Lori Montis, Human Services Assistant Director, via teleconference, requested an automatic budget supplement for funds awarded to the County by the City of Sioux Falls through the One Sioux Falls Fund. In August 2020, the County was awarded approximately $300,000 to distribute funds for people in need of assistance for rent, mortgage, and utility needs. An additional $100,000 has been awarded to continue assistance. The Human Services Department is responsible for the processing of requests for assistance through the funds. MOTION by Barth, seconded by Karsky, to approve an automatic budget supplement in the amount of $100,000 for One Sioux Falls monies from 4110000-369025, Private Grants, to 4110000-422925, One Sioux Falls-Shelter. GRANT
Erin Srstka, University of South Dakota Community Projects Director, requested approval for the submission of the MacArthur Foundation Safety and Justice Challenge Implementation Site Grant Renewal Application. The grant offers up to $700,000 or $350,000 per year for two years in funding. Per the MacArthur Foundation, efforts should be focused on justice system racial and ethnic equity/community engagement. The following goal areas for funding use were identified: Pre-Arrest Decision Point, Case Processing Efficiency, Substance Use Disorder/Mental Health Goal, Racial & Ethnic Fairness. MOTION by Karsky, seconded by Barth, to approve the submission of the MacArthur Foundation Safety and Justice Challenge Implementation Site Grant Renewal Application to be submitted by September 25, 2020. 3 ayes.
BRIEFING
Jason Gearman, Emergency Management Director, gave a briefing on National Preparedness Month (NPM) and the County’s emergency response plan. The County’s priorities during emergency operations are as follows: preservation of life, preservation of property, and to maintain communication between the County and local authorities. The 2020 NPM theme is “Disasters don’t wait, make your plan today.”
LIAISON REPORT
Commissioner Barth reported on a recent East Dakota Water Development District Meeting. The following concerns were discussed at the meeting: nitrate level increases in the river at this time of year, Lake Thompson drainage, and the Department of Environment & Natural Resources and the State’s Agriculture Department merger. Additionally, Commissioner Barth spoke on the dangers of blue algae and green algae.
Commissioner Bender reported the South Dakota Association of County Commissioners (SDACC) Annual Convention took place last week and thanked Commissioner Heiberger for her work as the President of the SDACC.
Commissioner Bender reported the Accessible Housing Board is looking for the final board member. Final approval by the Commission will follow the selection.
NEW BUSINESS
Commissioner Barth suggested keeping an eye on the State’s special session in Pierre to ensure our needs are met. Commissioner Bender noted that Carol Muller, Commission Administrative Officer, did provide some input to the State last week.
