END OF YEAR MEETING
DECEMBER 29, 2020
CALL TO ORDER
The Commissioners of the City of Valley Springs met in special session on Tuesday, December 29, 2020 at 6:00 PM in the VS City Hall. Mayor Carl Moss presided. Answering roll call were Commissioners Dean Helgeson, Lance Bauske, Brian Staeffler and Lynn Schmidt. Also present was Finance Officer Linda Hunnel and Homestead @ Valley View Developer Ron Kuipers. Motion by Bauske to approve the December 29, 2020 Posted Agenda. Helgeson seconded the motion. Motion carried, all voting aye.
APPROVAL OF MINUTES
Motion by Helgeson to approve the December 14, 2020 Minutes as presented.
Bauske seconded the motion. Motion carried, all voting aye.
CLAIMS AND PAYROLL
Motion by Bauske to approve the December 29, 2020 End of Year Claims in the amount of $113,691.36. Helgeson seconded the motion. Motion carried, all voting aye.
PUBLIC COMMENT
There was no one present for public comment.
NEW BUSINESS
ANNUAL EMPLOYEE WAGE REVIEW
This item was deferred until Executive Session.
CONTINGENCY TRANSFERS
The Commission reviewed the contingency transfers as presented by FO Hunnel for the General Fund Budget. Staeffler made a motion to transfer $13,100 out of Contingency and into the following departments: Public Safety Fire Department $12,500, Health & Welfare $300, Economic Development $300. Bauske seconded the motion. Motion carried, all voting aye.
MCEDA REPRESENTATIVE
Hunnel informed the Commission that a MCEDA representative is needed as Don Johnson has resigned his position. Replacements were discussed.
OLD BUSINESS
WATER TOWER DIAL UP ALARM UPDATE
Hunnel had spoken to Thompson Electric concerning the additional features needed on the tower alarm. The Commission agreed that these upgrades would be a huge help in warning maintenance of breakdowns and emergencies. Staeffler made a motion to approve the Thompson Electric quote of $2425. Schmidt seconded the motion. Motion carried, all voting aye.
HOMESTEAD DEVELOPMENT PAVING TIMELINES
Ron Kuipers of the Homestead @ Valley View Addition updated the commission on timelines within the development. Paving was discussed, along with curb and gutter installation. Mr. Kuipers is also ready to final plat another fourteen lots. Construction will start on three homes this spring. A paving timeline was agreed upon by the Commission and the Developer: Curb and gutter will be installed by August 31, 2021 and the 1st lift of paving for platted lots in Homestead @ Valley View Addition will be installed by November 1, 2021.
1995 DUMP TRUCK UPDATE
At the December 8, 2020 meeting the commission asked if the 1995 dump truck could be sold as it had been donated to the city from the county. Hunnel checked with the Department of Legislative Audit and there were no time limits or restrictions on selling donated equipment as surplus property.
A Planning and Zoning Alternate Board Member is needed. Please apply at City Hall if interested.

Bauske made a motion to enter into Executive Session at 6:30 PM. Helgeson seconded. Bauske made a moton to come out of Executive Session at 6:36 PM. Second by Helgeson. Motion by Staeffler to give Finance Officer Hunnel a one dollar hourly increase and to give part time employee’s a 3% hourly increase effective 1-1-21. City Maintenance Blaine Eilts is still under probation. Bauske seconded. Motion carried, all voting aye.
There being no further business before the Commission, Helgeson made a motion to adjourn at 6:42 PM. Bauske seconded. Motion carried, all voting aye. The next regular meeting of the Valley Springs City Commission will be January 12, 2021 at 6 PM in the Valley Springs American Legion, 615 Broadway Avenue.
