REGULAR SESSION
DECEMBER 8, 2020
CALL TO ORDER
The Commissioners of the City of Valley Springs met in regular session on Tuesday, December 8, 2020 at 6:00 PM in the VS American Legion. Due to COVID-19, audience members and commissioners were required to practice social distancing within the legion meeting room. Mayor Carl Moss presided. Answering roll call were Commissioners Dean Helgeson, Lance Bauske, Brian Staeffler and Lynn Schmidt. Also present was City Maintenance Blaine Eilts, Finance Officer Linda Hunnel, City Attorney Patrick Glover, Jill Meier from the BV Journal, and City Engineer Kyle Lentsch. Motion by Helgeson to approve the December 8, 2020 Posted Agenda. Bauske seconded the motion. Motion carried, all voting aye.
APPROVAL OF MINUTES
Motion by Staeffler to approve the November 17, 2020 Minutes as presented.
Bauske seconded the motion. Motion carried, all voting aye.
CLAIMS AND PAYROLL
Motion by Bauske to approve the December 8, 2020 Claims in the amount of $26,939.75. Helgeson seconded the motion. Motion carried, all voting aye.
MONTHLY FINANCIAL REPORTS
The Commission reviewed the November Proof of Cash Report and the November YTD Budget Report, as submitted by the Finance Officer. Motion by Staeffler, second by Bauske, to approve the November 2020 Proof of Cash Report. Motion carried, all voting aye. Motion by Staeffler, second by Schmidt, to approve the November YTD Budget Report. Motion carried, all voting aye.
PUBLIC COMMENT
Ardell Johnson commented on how pretty the new Christmas decorations were. City Maintenance Blaine Eilts thanked Jay Lunstra for doing the majority of the project as Eilts was in water certification training that week. A special thank you to the Valley Springs Community Club for their generous purchase of holiday decorations for the city.
Don Ely asked the Commission if they would consider selling the land where the mud volleyball activities take place. Mr. Ely would like to construct a building in Valley Springs for an automotive business. Mayor Moss said that land was dedicated park land and a better fit would be in the industrial section of the city. Ron Kuipers volunteered to help Mr. Ely with land contacts.
CITY ENGINEER REPORT
City Engineer Kyle Lentsch gave a report on the upcoming street and utility improvements. Geotek will do soil boring samples this week. Lentsch has been working on utility coordination and with the railroad on crossing easements. Lentch said the plans are at 75% completion.
Finance Officer Hunnel presented the 2021 Utility Construction Project SRF Pay Request #3 in the amount of $6036 Drinking Water and $24,500 Clean Water. Bauske made a motion to approve the SRF Pay Request #3 in the amount of $30,536. Schmidt seconded the motion. Motion carried, all voting aye.
NEW BUSINESS
2021 Minnehaha County Sheriff Contract
Staeffler made a motion to approve the 2021 Minnehaha County Sheriff Department’s annual contract. Second by Schmidt. Motion carried, all voting aye.
2021 SF Humane Society Contract
Helgeson made a motion to approve the 2021 SF Humane Society’s annual contract. Second by Schmidt. Motion carried, all voting aye.
Developer’s Assurance Agreement-Homestead @ Valley View
Ron Kuipers gave an update on his new development. Water & sewer mains have been installed; curb and gutter will be put in next spring. Kuipers plans on paving approximately half of the streets in his development next fall. The development will be ready for home construction in the spring; three lots have already been sold.
City Attorney Patrick Glover explained the Developer’s Assurance Agreement, which gives the City the power to withhold Certificates of Occupancy and building permits if city regulations are not met. The City discussed the timeliness of street paving with Mr. Kuipers. Finance Officer Hunnel asked that this item be tabled until the end of year meeting in order to consult the Valley Springs Subdivision Regulations for this information.
2021 Newspaper Designation
Staeffler made a motion to approve the Brandon Valley Journal as the City’s Designated Newspaper. Schmidt seconded the motion. Motion carried, all voting aye.
OLD BUSINESS
ORD 350- 2020 General Fund Supplemental Budget
Staeffler made a motion to approve the 2nd Reading & Adoption of ORD. 350-Valley Springs 2020 Supplemental Budget Ordinance. Schmidt seconded. Motion carried, all voting aye.
Speed Limit Flashing Signs
The Community Club has graciously offered to donate $5,000 for flashing speed limit signs. Mayor Moss said their only stipulation was that one sign would be placed permanently at the new development. FO Hunnel went over the details of two signs from Traffic Logix. The permanent sign will flash ‘SLOW DOWN’ if over the limit along with the speed of the vehicle. The other sign can be moved to various locations in the city. Both signs will have data that will allow the city to follow speed patterns and alert the Sheriff’s Dept. Bauske made a motion to approve the Community Club’s stipulation of placing one sign at the new development and to pay the excess charge over the $5000 donation of approx. $427. Staeffler seconded. Motion carried, all voting aye. On behalf of the Citizens of Valley Springs, Mayor and Commission would like to thank the Valley Springs Community Club for the generous donation that has made obtaining these traffic signs possible.
PUBLIC WORKS REPORT
Maintenance Employee Blaine EIlts presented his monthly report. Items included: repair broken service line, clear plugged sewer line, flushed hydrants, chlorinator repair, water\sewer classes, burned tree pile, repair of three well house blowouts, and well house/lagoon inspections.
Blaine asked about purchasing an Ethernet Alarm Dialer for the pump house. The current alarm system is accessible through a phone app and does not warn of all break down situations. The Commission asked Hunnel and Eilts to look into this as they thought the alarm purchased previously would phone employees in emergency situations. The item was tabled until the December end of year meeting.
FINANCE OFFICER REPORT
FO Hunnel presented the commission with pay-off information in regards to the two loans the city currently has: the Water Meter Loan and the 2007 SRF CW loan. After viewing pay off balances and interest owed, Helgeson made a motion to pay off the National Rural Water Association water meter loan in the amount of approx. $67,777, saving $7359 in interest. Schmidt seconded. Motion carried, all voting aye.
The date for the end of year meeting was set for December 29th at 6 PM.
Hunnel also reported she had sent out 20 door notices for utility shut-offs, there was a need for a Sioux Valley Energy representative, and she will be submitting COVID related invoices for reimbursement through the Coronavirus Relief Fund grant. Hunnel had spoken to Viking Industrial Painting concerning the color of the V on the water tower and learned it would be too costly to darken the color of the V due to mobilization fees.
A Planning and Zoning Alternate Board Member is needed. Please apply at City Hall if interested.
WEST ACRES MEETING
A group of residents of West Acres attended the meeting to discuss the paving of the second lift. Mayor Moss told the residents that the City of Valley Springs would be willing to pay 50% of the paving costs. The residents asked why the developer had never been legally held responsible for the paving. City Attorney Pat Glover had previously stated that without a Bond, it is unlikely the City could collect from the developer. Glover had also stated that the City has no responsibility in paying for the paving of West Acres. After much discussion, the residents asked if prices for asphalt could be obtained at the same time as the new development is paved, for a possible cost savings due to volume. Ron Kuipers is planning to pave in the fall but will be getting bids by early spring. The matter was tabled until then.
CITY ATTORNEY REPORT –City Attorney Patrick Glover informed the Commission that state lawmakers continue to work on legislation needed to maneuver through the new marijuana law and how to regulate issues such as sales and zoning. Glover will keep the commission updated.

There being no further business before the Commission, Bauske made a motion to adjourn at 7:45 PM. Helgeson seconded. Motion carried, all voting aye. The next regular meeting of the Valley Springs City Commission will be January 12, 2021 at 6 PM in the Valley Springs American Legion, 615 Broadway Avenue.
