SPECIAL SESSION
APRIL 6, 2020
CALL TO ORDER
The Commissioners of the City of Valley Springs met in special session on Monday, April 6, 2020 at 6:00PM in the City Finance Office. Mayor Carl Moss presided. Answering roll call were Commissioners Lance Bauske, Dean Helgeson, Brian Staeffler and Lynn Schmidt. Also present was City Maintenance Ryan Nussbaum and Finance Officer Linda Hunnel.
Motion by Staeffler to approve the April 6, 2020 Posted Agenda. Bauske seconded the motion. Motion carried, all voting aye.
Shared Use Path- SD DOT
The SD DOT had contacted FO Hunnel about the Valley Springs Shared Use Path Project cost overruns last week. The price of the path had come in $61,500 over estimates, resulting in the city’s financial share of the project going from $28,432.67 to $89,933.47. The Commission spoke with DGR Engineer Jesse Morris, who stated cost overruns were due to construction price increases, ADA required street crossings, and adding storm sewer culverts. Morris said if any changes or deletions were done to the project, he would get the revisions turned in to the DOT by the end of the week to attempt to stay on the timeline of 2020 construction. The Commission discussed cancelling the project and reapplying next year, shortening the path to stay within the budget, or leaving the plans the same and paying the cost overruns. Bauske made a motion to reduce the shared use path project to include the stretch from Broadway Avenue to Southside Avenue. Staeffler seconded. Motion carried, all voting aye. The path from Southside Avenue to Lynx Street will happen in the future.
COVID-19 City Meetings Update
Finance Officer Hunnel spoke on the precautions being implemented for upcoming meetings. The April 14 City Commission Meeting and Public Hearing will be held at the American Legion, 615 Broadway Ave, so that social distancing of the recommended six feet between occupants can take place. Those wishing to comment on the Proposed Resolution of Necessity for the West Acres Paving project will be given conference call information if they choose not to attend. Finance Officer Hunnel asked if the commission felt that these recommended precautions were adequate. The Commission agreed to go forward with the meetings.

There being no further business before the Commission, Helgeson made a motion to adjourn at 7:07 PM. Schmidt seconded. Motion carried, all voting aye. The next regular meeting of the Valley Springs City Commission will be April 14, 2020 at 6 PM in the Valley Springs AMERICAN LEGION.
