City of Brandon: Special meeting minutes 3-31-20
he Brandon City Council met in a special meeting session at 5:30 p.m. on Tuesday, March 31, 2020 at the Council Chambers at 308 S Main Av- enue, Brandon, South Dakota. Pres- ent were Dana Clark, Vickie David, Barb Fish, Tim Jorgenson, David Kull, Chuck Parsons and Mayor Paul J. Lundberg. Others present were: City Administrator, Bryan H. Read; Finance Officer, Christina Smith; City Attorney, Lisa Marso; Police Chief, Joe Weir and COVID-19 li- aison, Officer Anthony Lingen. Ab- sent: None.
Alderman Parsons moved and Al- derman Jorgenson seconded to approve the agenda. Motion carried.
ORDINANCE #606
Alderwoman Clark moved Alder- woman Fish seconded to give second reading to Ordinance #606: TITLE: AN ORDINANCE OF THE CITY OF BRANDON, SOUTH DAKOTA DECLARING A HEALTH EMER- GENCY AND LIMITING PUBLIC GATHERINGS WITHIN THE CITY. A roll call vote showed Clark, David, Fish, Jorgenson, Kull and Par- sons aye. Motion carried.
REVOLVING LOAN FUND COVID-19 LOAN RESPONSE
Steve Tripp, 317 E Seth St, was present as Chairman of the Brandon Revolving Loan Fund. Steve discussed the program and explained that this fund was created back in 1987 with grant money from the state and is not tax-payer money. The Board recommended loaning up to $300,000 to Brandon Businesses in city limits, as long as Ordinance #606 is in place. The loan amounts would be in two incremented amounts of either $10,000 or $20,000 and pay- ments would be deferred 12 months, 5-year amortization with zero percent interest. A one-page applica- tion would need to be completed. Alderwomen Fish moved Alderman Parsons seconded to approve the rec- ommendation from the board with adding an unsecured note with the application. A roll call vote showed Clark, David, Fish, Jorgenson, Kull and Parsons aye. Motion carried.
At 6:07p.m. on a motion by Alder- man Jorgenson seconded by Alder- man Kull the meeting was adjourned.
