City of Brandon - Special Meeting Minutes 3-26-2020

The Brandon City Council met in a special meeting session at 5:30 p.m. on Thursday, March 26, 2020 at the Council Chambers at 308 S Main Avenue, Brandon, South Dako- ta. Present were Dana Clark, Vickie David, Barb Fish, Tim Jorgenson, David Kull, Chuck Parsons and May- or Paul J. Lundberg. Others present were: City Administrator, Bryan H. Read; Finance Officer, Christina Smith; City Attorney, Lisa Marso and COVID-19 liaison, Officer Anthony Lingen. Absent: None.

Alderman Parsons moved and Al- derman Jorgenson seconded to ap- prove the agenda. Motion carried.

AMEND SECTION 1 OF ORDINANCE #606

Alderwoman Clark moved Alder- woman Fish seconded to amend the definition of section 1. B. to read: “Enclosed retail business that pro- motes public gathering” as used herein shall mean any facility oper- ating as a bar, restaurant, brewery, café, casino, coffee shop, arcade, recreational or athletic facility, health club, entertainment venue, or similar place for public gatherings. Such term shall also include any parking lot and/or patio or other outdoor seat- ing area for such facility. A roll call vote showed Clark, David, Fish, Jor- genson, Kull and Parsons aye; None nay. Motion carried.

AMEND SECTION E OF ORDINANCE #606

Alderwoman Clark moved Alder- man Parsons seconded to amend sec- tion E to add a fine amount of $500. A roll call vote showed Clark, David, Fish, Jorgenson, Kull and Parsons aye; None nay. Motion carried.

ORDINANCE #606

Alderman Parsons moved Alder- woman Clark seconded to approve first reading as amended to Ordinance #606: TITLE: AN ORDINANCE OF THE CITY OF BRANDON, SOUTH DAKOTA DECLARING A HEALTH EMERGENCY AND LIMITING PUBLIC GATHERINGS WITHIN THE CITY. A roll call vote showed Clark, David, Fish, Jorgen- son, Kull and Parsons aye; None nay. Motion carried.

At 6:27p.m. on a motion by Alder- man Kull seconded by Alderwoman Clark the meeting was adjourned.
