MINUTES
BRANDON PLANNING &
ZONING COMMISSION
The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on May 21, 2020 at the Brandon City Council Chambers.
Roll call was taken. Members present were Commissioners Paul Bosch, Brian Heidbrink, Brookes Noem and Rob Schoeneman. Commissioner Alica Thiele was present via Zoom. Also present were Alderman Chuck Parsons, Building Official Paul Clarke, City Administrator Bryan Read and City Engineer Tami Jansma. Absent were Commissioner Jim Starzl and Mayor Paul Lundberg.
Commissioner Bosch moved Commissioner Noem seconded to approve the agenda. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman aye. Motion carried.
Commissioner Heidbrink moved Commissioner Bosch seconded to approve the minutes of the May 7, 2020 regular meeting. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman aye. Motion carried.
Election of Vice-Chairperson - Commissioner Bosch moved Commissioner Heidbrink seconded to nominate Alica Thiele as Vice-Chairperson. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman aye. Motion carried.
A Home Occupation Permit Application was presented for 308 S. 3rd Avenue. Applicant Chelsei Twedell was present for discussion via Zoom. Chelsei wants to open an in-home daycare. Backyard is fenced. Commissioner Heidbrink moved Commissioner Schoeneman seconded to approve the Home Occupation Permit Application as presented. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman aye. Motion carried.
Commissioner Alica Thiele joined the meeting at 6:39 p.m. via Zoom.
At 6:39 p.m. Commissioner Heidbrink moved Commissioner Noem seconded to adjourn the Planning & Zoning Commission meeting. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman, Thiele aye. Motion carried.
At 6:40 p.m. Chairman Parsons called the Board of Adjustment meeting to order.

A Variance Application for 1224 E. Holly Blvd was presented. This was tabled at the March 5, 2020; April 2, 2020; April 16, 2020 and May 7, 2020 Planning & Zoning Commission meetings. Commissioner Heidbrink moved Commissioner Bosch seconded to defer further discussion until the June 4, 2020 Planning & Zoning Commission meeting. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman, Thiele aye. Motion carried.
A Variance Application for 1601 E. Rushmore Drive was presented. This was deferred at the May 7, 2020 Planning & Zoning Commission meeting. Applicant Mitch Lynch was present via Zoom. Mitch submitted 3 alternative plans for the construction of his 3rd stall garage. Mitch wants a minimum of 22’ to park his pickup in this third stall. Per the definition, this property would be considered a corner lot – the interior angle is 116’ per applicant. Commissioner Noem moved Commissioner Bosch seconded to approve the 22’ option, as presented by the application. A roll call vote showed Bosch, Neom, Thiele aye; Heidbrink, Schoeneman nay. Motion failed.
A Variance Application for 208 S. Augusta Avenue was presented. Applicants Mitch & Mandy Jensen were present. Mitch & Mandy want to construct a deck and pool that would encroach the required setback, as their property is a double frontage lot. Discussion held on pools being considered an accessory structure, and other options to relocate the pool/new deck. Commissioner Heidbrink moved Commissioner Bosch seconded to deny the request as presented. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman, Thiele aye. Motion carried.
At 7:48 p.m. having no further business, Commissioner Noem moved Commissioner Bosch seconded to adjourn the Board of Adjustment meeting. A roll call vote showed Bosch, Heidbrink, Noem, Schoeneman, Thiele aye. Motion carried.
Chairman Parsons reconvened the Planning & Zoning Commission meeting.
At 7:48 p.m. Commissioner Heidbrink moved Commissioner Noem seconded to adjourned the Planning & Zoning Commission meeting.
