PLANNING & ZONING COMMISSION

The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on June 17, 2021 at the Brandon City Council Chambers. 

Roll call was taken.  Members present were Commissioners Brian Heidbrink, Brookes Noem, Chuck Parsons, Rob Schoeneman and Alica Thiele.  Also present were Alderman Tim Jorgenson and Building Official Paul Clarke.  Absent were Commissioner Jim Starzl, City Administrator Bryan Read, City Engineer Tami Jansma and Mayor Jim Heinitz.

Commissioner Noem moved Commissioner Heidbrink seconded to approve the agenda.  Motion carried.

Commissioner Heidbrink moved Commissioner Parsons seconded to approve the consent calendar which contained the following items: a plat of Brandon Golf Course Addition Tract 1; a plat of Knochenmus Addition Tract 2; a plat of Stone Ridge Estates Addition Lots 1-8 Block 13 and a plat of Tallgrass Addition Lot 13 Block 6.  Motion carried.

Commissioner Thiele moved Commissioner Schoeneman seconded to approve the minutes of the June 3, 2021 regular meeting and the June 7, 2021 special meeting.  Motion carried.

A Home Occupation Permit Application was presented for 1505 E. Rushmore Drive.  Applicant, Carissa Jackson, was present for discussion.  Carissa is requesting to open an in-home daycare. Carissa’s property will be fenced.  Joel McCulley, 1501 E. Rushmore Drive, was present to oppose the application for the in-home daycare.  Joel discussed that there is a registered sex offender living less than a block away, and had concerns that his own dogs have a low tolerance for noisy kids.  Commissioner Parsons moved Commissioner Heidbrink seconded to approve the application as presented.  Motion carried.

A Re-Zone Application was presented for 2100 E. Aspen Blvd. (Brandon Municipal Golf Course.)  City of Brandon owns the property and is requesting to re-zone to IN-Institiutional District.  Commissioner Parsons moved Commissioner Heidbrink seconded to make recommendation to City Council for approval.  Motion carried.

A public hearing was held, as advertised, to consider TIF #6.  Commissioner Thiele moved Commissioner Heidbrink seconded to delay/table action until the July 1, 2021 Planning & Zoning Commission meeting.  Commissioner Parsons and Alderman Jorgenson recused themselves from the discussion and vote.  A roll call vote showed Heidbrink, Noem, Schoeneman, Thiele aye.  Motion carried.

At 6:47 p.m., having no further business, Commissioner Parsons moved Commissioner Noem seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.
