A TEMPORARY ORDINANCE REGARDING THE ISSUANCE OF LOCAL MEDICAL CANNABIS ESTABLISHMENT PERMITS AND/OR LICENSES
The Brandon City Planning and Zoning Commission and the Brandon City Council will hold a joint public hearing on Monday, June 7, 2021 at 6:00 p.m. at Brandon Council Chambers located at 308 S. Main, Brandon, SD. All interested persons are encouraged to attend in person and comment on Ordinance #630, A temporary ordinance regarding the issuance of local medical cannabis establishment permits and/or licenses. After the public hearing, the Planning and Zoning Commission may pass a resolution recommending approval of Ordinance #630, with or without amendment, to the City Council. The City Council may have first reading of Ordinance #630 by title and set a 2”) reading date.
The proposed Ordinance #630 will be made available for public inspection at the Brandon City Hall located
at 304 S. Main, Brandon, SD and on-line at www.cityofbrandon.org pursuant to SDCL Section 11-4 and amendments thereto.

The Brandon City Council met in a briefing session at 5:30 p.m. on Thursday, May 13, 2021 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota. Present were Dana Clark, Barb Fish, Tim Jorgenson and Jack Parliament. Others present were: City Administrator, Bryan H Read; Finance Officer, Christina Smith; City Engineer, Tami Jansma; Public Works Director, Rollie Hoeke; Fire Chief, Robert Dykstra; Police Chief, Jamie Steffel; Golf Course Manager, Andrew Bauer and Park Superintendent, Devin Coughlin. Absent: Vickie David and David Kull.
The Council discussed items on the agenda for the upcoming May 17, 2021 regular Council meeting. No formal action was taken.
At 6:25 p.m., hearing no further business, the meeting adjourned.

Alderman Jorgenson moved Alderwoman Clark seconded to approve the consent calendar which contained the following items: a plat of Tract 1C and Tract 7A of Splitrock Estates; a plat of Lot 1 and Lot 2 of Oak Park 3rd Addition; a plat of Lots 8, 9 and 10 Block 3 & Lot 3 Block 5 of Twin Rivers Crossing Addition; a plat of Lot 4 Block 15 of The Bluffs Addition; a plat of Lot 18 Block 6 Tallgrass Addition and a plat of Tract 6A of Bethany Meadows Addition. Chuck Parsons, 600 N. Yellowstone Drive, was present for discussion. Chuck wanted to address the pool passes program and some discrepancies he came across. The program was implemented by the Brandon Valley School District and First National Bank, not the Brandon Valley Chamber. Furthermore, the Brandon Valley School District was the one whom gave Brandon Valley School District staff the teacher appreciation gifts. Chuck also addressed the Mayoral appointment and gave his support for applicant Jim Heinitz.
TJ Cameron, 2821 E. Daybreak Circle, was present for discussion. TJ was present to discuss the Mayoral appointment and asked for support of himself as Mayor.
MALT BEVERAGE – LICENSE RENEWALS
A public hearing was held, as advertised, to consider renewals for On-Off Sale Malt Beverage and SD Farm Wine Licenses to operate within the City of Brandon from July 1, 2021 to June 30, 2022. Bryan Read, City Administrator, presented information on a temporary ordinance for medical cannabis. Will hold a joint hearing with the Planning & Zoning Commission and City Council on June 7, 2021; with an effective date of June 30, 2021. Alderwoman Clark moved Alderwoman David seconded to have a temporary ordinance on medical cannabis, and to proceed with publication for the June 7, 2021 public hearing. Motion carried.

RESOLUTION #10-21
ADOPTING THE 2022 – 2026 CAPITAL IMPROVEMENTS PLAN
WHEREAS, the Brandon City Council and city staff have identified and prioritized capital improvement projects for the years 2022 through 2026; and
WHEREAS, the Capital Improvements Plan shall serve as a guide for future capital projects for 2022 through 2026; and
WHEREAS, the Capital Improvements Plan is based upon revenue and expenditure projections and may be subject to change in the future that may have an impact of future projects contained in the plan; and
WHEREAS, the Capital Improvements Plan does not include any capital projects for the Parks Department in years 2025 and 2026 or the Golf Course in years 2023 to 2026; and
WHEREAS, it is the intent of the Brandon City Council to review actual revenues, expenditures and capital projects on an annual basis and to make appropriate adjustments to the Capital Improvements Plan based on actual year end financials.
NOW THEREFORE BE IT RESOLVED by the Brandon City Council that the 2022-2026 Capital Improvements Plan, attached hereto, is hereby adopted.
BE IT FURTHER RESOLVED that the Capital Improvements Plan will be reviewed on an annual basis once actual year end financials are available for the prior fiscal year.
BE IT FURTHER RESOLVED that if the financial position of the City improves the Parks Department and Golf Course shall receive priority when considering additional projects to include in any future Capital Improvement Plans.

Alderwoman David moved Alderwoman Clark seconded to approve the engineering proposal from IDG for the Big Sioux Rec storm drainage project, as presented. Motion carried.

Alderwoman David moved Alderman Kull seconded to approve the engineering proposal from HDR Engineering for the Sioux Falls force main project, as presented. Motion carried.

At 6:57 p.m. Alderwoman Clark moved Alderman Parliament seconded to go into executive session to discuss personnel, per SDCL 1-25-2.1. Motion carried. At 7:32 p.m. Mayor Jim Heinitz declared the executive session ended.
At 7:32 p.m. on a motion by Alderwoman David seconded by Alderman Kull the meeting was adjourned. Motion carried.
