City of Brandon: June 9

PLANNING & ZONING COMMISSION
The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on May 6, 2021 at the Brandon City Council Chambers. 
Roll call was taken.  Members present were Commissioners Brian Heidbrink, Brookes Noem, Chuck Parsons, Rob Schoeneman, Jim Starzl and Alica Thiele.  Also present were Alderman Tim Jorgenson, Building Official Paul Clarke, City Administrator Bryan Read and City Engineer Tami Jansma.
Commissioner Parsons moved Commissioner Noem seconded to approve the agenda as amended, to remove item #3 from the consent calendar for discussion.  Motion carried.
Commissioner Heidbrink moved Commissioner Starzl seconded to approve the consent calendar which contained the following items: a plat of Bethany Meadows Addition Tract 6A; a plat of The Bluffs Addition Lot 4 Block 15; a plat of Tallgrass Addition Lot 18 Block 6; a plat of Twin Rivers Crossing Addition Lots 8, 9 ,10 Block 3 & Lot 3 Block 5 and a plat of Splitrock Estates Tracts 1C & 7A.  Motion carried.
Discussion was held on the plat submitted in Oak Park 3rd Addition Lots 1 & 2.  Commissioner Heidbrink had concerns with there being no cul-de-sac.  City Engineer, Tami Jansma, explained that a cul-de-sac will be added as part of the Rushmore Construction Project.  Commissioner Heidbrink moved Commissioner Starzl seconded to approve the plat as presented.  Motion carried.
Commissioner Thiele moved Commissioner Heidbrink seconded to approve the minutes of the April 1, 2021 regular meeting.  Motion carried.
A Conditional Use Application was presented for 325 S. Main Avenue.  Applicant Paul Ode, 1401 W. Creekside Drive, was present for discussion.  Paul wants to restore the apartment located above D&D.  Commissioner Heidbrink moved Commissioner Parsons seconded to approve the Conditional Use Application as presented.  Motion carried.
A Conditional Use Application was presented for 101, 105 & 209 E. Chapelwood Drive.  Applicant Justin Oakland, 312 E. Holly Blvd. Oakland Homes, was present for discussion.  When the property was originally developed, the exhibit showed R-1 zoning with 133’ deep lots.  When the property was officially platted, the lots were actually deeper than the 133’.  This Conditional Use is to extend the R-1 zoning into the remaining portion of the lots, per City Ordinance #15-2-5 E.  Commissioner Parsons moved Commissioner Thiele seconded to approve the Conditional Use Application as presented.  Motion carried.
At 6:40 p.m., Commissioner Parsons moved Commissioner Thiele seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.
At 6:40 p.m. Chairperson Jorgenson called the Board of Adjustment meeting to order.
Roll call was taken.  Members present were Commissioners Brian Heidbrink, Brookes Noem, Chuck Parsons, Rob Schoeneman, Jim Starzl and Alica Thiele.  Also present were Alderman Tim Jorgenson, Building Official Paul Clarke, City Administrator Bryan Read and City Engineer Tami Jansma.
Commissioner Heidbrink moved Commissioner Noem seconded to approve the agenda.  Motion carried.
A Variance Application was presented for 309 E. Glenwood Drive.  Applicant Amy Sherman was present.  Amy wants to construct an addition to the attached garage on her property, which would then exceed the footprint of the dwelling unit.  Dwelling unit footprint 896 sq. ft. and the attached garage footprint would be 1,294 sq.ft.  Commissioner Parsons moved Commissioner Heidbrink seconded to deny the application based on no hardship being presented.  Motion carried.
At 6:56 p.m., having no further business, Commissioner Parsons moved Commissioner Thiele seconded to adjourn the Board of Adjustment meeting.  Motion carried.
At 6:56 p.m. Commissioner Parsons moved Commissioner Heidbrink seconded to reconvene the Planning & Zoning Commission meeting.  Motion carried.
Discussion held on City Ordinance #15-13-4 – off-street parking in Heavy Industrial Zones.  Patrick Andrews, SECOG, was present for discussion.  Patrick presented a draft of proposed changes to the off-street parking requirements in the Heavy Industrial Zoning District.  It was the consensus of the Commission to schedule a public hearing for the June 3, 2021 Planning & Zoning Commission meeting with the changes as presented.
Discussion held on a draft ordinance for medical cannabis. No action taken at this time. 
Building permits for April were presented - #20210081 - #20210158.  No action required.
At 7:12 p.m., having no further business, Commissioner Noem moved Commissioner Parsons seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.
