The Brandon City Council met in a briefing session at 5:30 p.m. on Thursday, January 14, 2021 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota.  Present were Dana Clark, Vickie David, Barb Fish, Tim Jorgenson, David Kull, Jack Parliament and Mayor Paul J Lundberg.  Others present were: Finance Officer, Christina Smith; City Engineer, Tami Jansma; Public Works Director, Rollie Hoeke; Police Chief, Joe Weir; Park Superintendent, Devin Coughlin; and Golf Course Manager; Andrew Bauer.  Absent: None.
The Council discussed items on the agenda for the upcoming January 18, 2021 regular Council meeting.  No formal action was taken.

The Brandon City Council met in a special meeting session at 10:00 a.m. on Monday, January 18, 2021 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota.  Present were Vickie David, Barb Fish, Tim Jorgenson, David Kull, Jack Parliament and Paul J Lundberg.  Others present were:  Finance Officer, Christina Smith; City Engineer, Tami Jansma; Police Chief, Joe Weir and Public Works Director, Rollie Hoeke.  Absent:  Dana Clark.  
FACILITY TOUR
City Council meet to tour different city facilities as part of the capital improvement plan.  The facilities on the tour were the Water Treatment Plant, City Hall/Police Department, Public Works Shop, McHardy Park Shop, Big Sioux Lift Station.     
No formal action was taken.

GOLF COURSE END OF YEAR PRESENTATION
The Golf Course Committee report was heard.  Andrew Bauer, Golf Course Manager, was present for discussion.  Andrew presented year end information for the golf course operations.  No action taken. 
RESOLUTION #02-21
The Parks & Recreation Committee report was heard.  Alderman Jorgenson moved Alderwoman Clark seconded to approve Resolution #02-21.  A roll call vote showed Clark, Fish, Jorgenson, Kull, Parliament aye; David nay.  Motion carried.
RESOLUTION #02-21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRANDON, SOUTH DAKOTA, ESTABLISHING CATEGORIES, DEFINITIONS AND FEES FOR THE BRANDON MUNICIPAL SWIMMING POOL FOR THE YEAR 2021.
WHEREAS, SDCL 9-38-71 authorizes the establishment and collection of admission charges and rent for use of swimming pools; and
WHEREAS, the City of Brandon has established the Brandon Municipal Swimming Pool.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Brandon, South Dakota:
Section 1:  Age Categories and Definitions
A.  Child:  Any person who is eighteen (18) years of age or under.
B.  Adult: Any person who is nineteen (19) through fifty-nine (59) years of age.
C.  Senior: Any person who is sixty (60) years of age or older.
D.  Family: A family membership includes two (2) adults and all children who are eighteen (18) years of age or younger living in the same household.
Section 2: Annual Season Passes and Daily Entry Fees: All fees include sales tax.
ANNUAL DAILY    
Child: $40.00 $4.00
Adult: $50.00 $5.00
Senior: $40.00 $4.00
Family: $100.00   
Section 3: Lesson fees: All fees include sales tax.
Lessons: $40.00 per session plus materials.
BE IT FURTHER RESOLVED that reduced annual season passes be available at half price with the following requirements:  
A. Must be a resident of Brandon.
B. Provide a current Photo ID.
C. Provide current Dakota EBT Card, SD Medicaid Card, BVSD letter of free or reduced meals to qualify.

ASPEN PARK ROAD PROPOSAL
Alderwoman Fish moved Alderwoman Clark seconded to approve the proposal, as presented, from DGR Engineering for the Aspen Park Roadway and Utility Improvements at a cost not to exceed $53,500.00.  Motion carried.  
ASPEN PARK GEOTECHNICAL PROPOSAL
Alderwoman Fish moved Alderwoman Clark seconded to approve the proposal, as presented, from GeoTek Engineering for the Aspen Park Roadway and Utility Improvements at a cost of $5,750.00.  Motion carried.
STORMWATER UTILITY FEES PROPOSAL
The Public Safety Committee and Administration Committee reports were heard.  Alderman Kull moved Alderwoman Clark seconded to approve the proposal, as presented, from AE2S for the rainwater (stormwater) management utility fee at a cost not to exceed $60,000.00.  Motion carried.
RESOLUTION #03-21
Alderman Jorgenson moved Alderman Kull seconded to approve Resolution #03-21.  A roll call vote showed Clark, David, Fish, Jorgenson, Kull, Parliament aye.  Motion carried.
RESOLUTION #03-21
WHEREAS, funds must be transferred to eliminate the negative cash balances.
THEREFORE BE IT RESOLVED by the City Council of Brandon, South Dakota, that the following transfer of funds is approved as of December 31, 2020:

SALARY REVIEW AND ADJUSTMENT
Alderwoman Clark moved Alderwoman Fish seconded to approve the annual salary adjustment for Karen Keyser, to Line 1 Step 3 on the wage scale, $14.55 per hour, effective February 4, 2021.  Motion carried. 
CHANGES TO PERSONNEL MANUAL ON SICK LEAVE DONATIONS
Alderman Jorgenson moved Alderwoman Clark seconded to approve the proposal, as presented, to change donations of sick leave related to COVID-19 thru December 31, 2021.  Motion carried.
ANNEXATION STUDY
Alderman Kull moved Alderwoman Fish seconded to approve the annexation study, to be completed by South Eastern Council of Governments, as presented.  Motion carried.
BRANDON TOWNSHIP AGREEMENTS FOR CORSON RAILROAD CROSSING
The Streets Committee report was heard.  Alderman Jorgenson moved Alderwoman David seconded to approve the agreement, as presented, with the Brandon Township for the improvements to the Corson railroad crossing.  Motion carried.
REDWOOD/CHESTNUT PRELIMINARY DESIGN PROPOSAL
Alderman Kull moved Alderman Jorgenson seconded to approve the proposal, as presented, from DGR Engineering for the Redwood/Chestnut preliminary design in the amount of $142,850.00.  Motion carried.
REDWOOD/CHESTNUT GEOTECHNICAL PROPOSAL
Alderwoman Clark moved Alderwoman David seconded to approve the proposal, as presented, from GeoTek Engineering for the Redwood/Chestnut geotechnical planning in the amount of $5,650.00.  Motion carried.
The Water & Sewer Committee report was heard.
At 6:29 p.m. on a motion by Alderwoman Clark seconded by Alderwoman David the meeting was adjourned.
