Bids will be acted upon by the Owner at a later time. The Project shall consist of the following work and approximate quantities and kinds of materials:
Street and utility reconstruction of approximately 4,200 LF of residential street.
Primary items of work to include:
4,200 LF of 8” PVC Water Main
4,000 LF of 8” PVC Sanitary Sewer
2,600 LF of 15” to 48” RCP Storm Sewer
12,250 Ton of Aggregate Base Course
3,400 Ton of Asphalt Concrete
1 Lift Station to include prefab control building and a backup generator

Each bid must be accompanied by bid security payable to the Owner for five (5%) percent of the total amount of the Bid as a certified or bank check issued by a State or National bank or ten percent (10%) as a bidder’s bond.
With submittal of a Bid, the Contractor represents that he has visited the site, familiarized himself with the local conditions under which the work is to be performed, and correlated his observations with the requirements of the Contract Documents.
The Owner reserves the right to reject any and all bids or to accept any bid. Contractor’s Proposals shall hold firm for thirty (30) days from the date of opening. Mutually agreed upon extensions of time may be made, if necessary.

PLANNING & ZONING COMMISSION
The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on November 19, 2020 at the Brandon City Council Chambers. 
Roll call was taken.  Members present were Commissioners Brian Heidbrink, Brookes Noem, Chuck Parsons, Jim Starzl and Alica Thiele.  Also present were Alderman Tim Jorgenson, Building Official Paul Clarke and City Engineer Tami Jansma.  Absent were Commissioner Rob Schoeneman, City Administrator Bryan Read and Mayor Paul Lundberg.
Commissioner Noem moved Commissioner Parsons seconded to approve the agenda.  Motion carried.
Commissioner Thiele moved Commissioner Noem seconded to approve the minutes of the November 5, 2020 regular meeting.  Motion carried.
A public hearing was held as advertised to consider Ordinance #617 – Chapter 15-16-3 – Merger of Lots.  This will eliminate the need for a property owner to replat 2+ lots into 1 lot when installing a fence.  Commissioner Thiele moved Commissioner Heidbrink seconded to make recommendation to City Council for approval.  Motion carried.
A public hearing was held as advertised to consider Ordinance #618 – Chapter 15-14-2 & 15-22-2 – Accessory Structures and Definitions.  This removes a fence from being classified as an accessory structure.  Commissioner Parsons moved Commissioner Heidbrink seconded to make recommendation to City Council for approval.  Motion carried.
A public hearing was held as advertised to consider Ordinance #619 – Chapter 15-14-17 – Swimming Pools.  This requires an additional barrier around the pool, the side of the pool itself can’t be considered the barrier requirement.  Commissioner Parsons moved Commissioner Heidbrink seconded to make recommendation to City Council for approval, updating the last line to read ”Section 4 of 305.2.1.”  Motion carried.
At 6:37 p.m., having no further business, Commissioner Thiele moved Commissioner Parsons seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.
At 6:37 p.m. Chairperson Jorgenson called the Board of Adjustment meeting to order.
Roll call was taken.  Members present were Commissioners Brian Heidbrink, Brookes Noem, Chuck Parsons, Jim Starzl and Alica Thiele.  Also present were Alderman Tim Jorgenson, Building Official Paul Clarke and City Engineer Tami Jansma.  Absent were Commissioner Rob Schoeneman, City Administrator Bryan Read and Mayor Paul Lundberg.

A Variance Application was presented for 1508 E. Liberty Street.  Applicant, Scott Francis, was not present.  This application was continued from the October 1, 2020; October 15, 2020 and November 5, 2020 Planning & Zoning Commission meetings.  Scott wants to construct a detached accessory building in the rear yard, with a driveway that would make their overall driveway width over 40’.  City Ordinance also does not allow parking in the rear yard setback, but in the rear yard by Conditional Use only.  Patrick Andrews, SECOG, was present for discussion.  Commissioner Heidbrink moved Commissioner Parsons seconded to deny the Variance Application as presented, based on no hardship being presented.  Motion carried.  
At 6:43 p.m., having no further business, Commissioner Noem moved Commissioner Heidbrink seconded to adjourn the Board of Adjustment meeting.  Motion carried.
At 6:43 p.m. Chairperson Jorgenson reconvened the Planning & Zoning Commission meeting.
Discussion held on potential ordinance changes to the following:  Patrick Andrews, SECOG, was present for discussion.  No further action taken.
• Accessory structure – If accessed through driveway or drive lane = 7 feet from property line; if just an accessory structure = 5 feet from property line.
• Parking in the rear setback by CUP
• Definition of drive lane
• Increased accessory building height?
• Regulate private garages as accessory buildings, rather than “parking spaces” even though they count towards that requirement.
At 7:18 p.m., having no further business, Commissioner Heidbrink moved Commissioner Thiele seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.

RESOLUTION #01-21
WHEREAS, SDCL 9-14-28 requires that the governing body of every municipality shall fix and determine by ordinance or resolution, the amount of salaries and compensation of all municipal officers and the time at which the same shall be paid; and
WHEREAS, the City council shall publish the salaries for compliance with the provisions of SDCL 9-14-28 and SDCL 6-1-10
NOW, THEREFORE, BE IT RESOLVED by the Brandon City Council that the following resolution, repealing all prior salary and wage resolutions, be passed and approved. The Mayor, Council, Commissions and Committees shall be paid once a quarter and all other officers and employees shall be paid every two weeks at the following yearly salary or hourly wage for the year 2021.

The Brandon City Council met in a special meeting session at 5:00 p.m. on Thursday, January 7, 2021 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota.  Present were Vickie David, Barb Fish, Tim Jorgenson, David Kull, Jack Parliament and Paul J Lundberg.  Others present were:  Finance Officer, Christina Smith; City Engineer, Tami Jansma and Public Works Director, Rollie Hoeke.  Absent:  Dana Clark.  
CAPITAL IMPROVEMENT PLAN
A work session was held on the Capital Improvement Plan.  Rainwater projects were discussed.  
No formal action was taken.  
At 6:19 p.m., hearing no further business, the meeting adjourned.
