The Brandon City Council met in a briefing session at 5:30 p.m. on Thursday, December 3, 2020 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota. Present were Dana Clark, Vickie David, Barb Fish, David Kull, Jack Parliament and Mayor Paul J Lundberg. Others present were: Finance Officer, Christina Smith; City Engineer, Tami Jansma; Public Works Director, Rollie Hoeke; Police Chief, Joe Weir; Park Superintendent, Devin Coughlin; Fire Chief, Robert Dykstra and Golf Course Manager; Andrew Bauer. Alderman Parliament read an email he received from Amy Kelley in support of the proposed mask mandate.

Alderman Kull discussed the International Code allows the side of the pool to be used as the barrier. City Attorney Lisa Marso discussed the International Code is very confusing as to what constitutes a barrier in the above ground pool setting, in her legal opinion. AE2S WATER TREATMENT PLANT FACILITY PLAN
Ben Julson, AE2S, was present for discussion. Ben gave a presentation on the future water needs, analysis of the existing processes and facility, and development of treatment alternatives for the water treatment plant expansion. AE2S recommendation would be for Alternative 3. No formal action taken.
Alderwoman David arrived to the meeting at 7:05 p.m.

RESOLUTION #32-30 COVID REGULATIONS
The Administration Committee report was heard. Alderman Parliament moved Alderwoman David seconded to approve Resolution #32-30, Masking Mandate. Alderman Kull made a motion to amend the original motion and change the word “shall” to “should” in item #2. Motion to amend the original motion failed due to lack of a second. Amy Kelley, resident of Brandon, was present for discussion. Amy supported a mask mandate, as South Dakota and North Dakota have one of the highest infection rates in the Country. A roll call vote showed Clark, Fish, Jorgenson, Kull nay; David, Parliament aye. Motion failed. Alderman Parliament asked that it be placed on the December 21, 2020 City Council agenda.
CONSTITUTIONAL AMENDMENT A & IM 26
Information was received from the SD Municipal League regarding SD Constitutional Amendment A and Initiated Measure 26, pertaining to marijuana use in South Dakota. For informational purposes at this time, no action required.

THEREFORE BE IT RESOLVED by the Brandon City Council that the Transit rates will be as follows beginning January 1, 2021 and will continue until such time as changes are warranted:

BRIDGE IMPROVEMENT GRANT APPLICATION TO THE SOUTH DAKOTA DEPARTMENT OF TRANSPORTATION
WHEREAS, the City of Brandon wishes to submit an application(s) for consideration of award for the Bridge Improvement Grant Program; and
WHEREAS, the Structure Number is 50-281-180 and the Location is 0.1 miles East and 0.5 miles South of Brandon, SD over the Split rock Creek; and
WHEREAS, the City Council certifies that the project(s) are listed in the county’s Five-Year County Highway and Bridge Improvement Plan; and
WHEREAS, the City Council agrees to pay the 20% match on the Bridge Improvement Grant Funds; and
WHEREAS, the City Council hereby authorizes the Bridge Improvement Grant application(s) and any required funding commitments.
NOW THERE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application(s).

CALL TO ORDER
The Commissioners of the City of Valley Springs met in special session by teleconference on Monday, December 14, 2020 at 5:00 PM in the Valley Springs City Hall. Mayor Carl Moss presided. Answering roll call were Commissioners Dean Helgeson, Lance Bauske, Brian Staeffler and Lynn Schmidt. Also present was Finance Officer Linda Hunnel. Motion by Bauske to approve the December 14, 2020 Posted Agenda. Helgeson seconded the motion. Motion carried: Bauske, Helgeson, Staeffler and Schmidt voting aye.
DECEMBER 19, 2020 ONE DAY MALT BEVERAGE LICENSE HEARING

There being no further business before the commission, Bauske made a motion to adjourn at 5:05 PM. Helgeson seconded the motion. Motion carried, all voting aye. The next regular meeting of the Valley Springs City Commission will be held on January 12, 2021 at 6 PM in the VS American Legion.
