NOTICE OF HEARING TO CONSIDER ADOPTION OF A SPECIAL ASSESSMENT ROLL FOR SNOW REMOVAL, NOXIOUS WEEDS, TREES, NOXIOUS VEGETATION AND PUBLIC NUISANCES, IN THE CITY OF BRANDON, SOUTH DAKOTA
NOTICE IS HEREBY GIVEN that a public hearing of the Brandon City Council of the City of Brandon, SD will be held to consider the adoption of a special assessment roll at a regular council meeting on Monday September 21, 2020 at 6:00pm in the Brandon Council Chambers at 308 S Main Ave, Brandon, South Dakota for Snow Removal, Abatement of Noxious Vegetation, Trees and Weeds and public nuisances in the City of Brandon, SD.  The assessments to be charged are based upon nuisance abatement within the City of Brandon, SD.  
NOTICE IS FURTHER GIVEN that the assessment roll was filed in the office of the Municipal Finance Officer on September 4th, 2020 and is open for public inspection at Brandon City Hall, 304 S Main Ave, Brandon, South Dakota during regular business hours.

PLANNING & ZONING COMMISSION
The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on August 6, 2020 at the Brandon City Council Chambers. 
Roll call was taken.  Members present were Commissioners Brian Heidbrink, Chuck Parsons, Rob Schoeneman and Jim Starzl.  Commissioner Alica Thiele was present via Zoom.  Also present were Alderman Tim Jorgenson, Building Official Paul Clarke and City Engineer Tami Jansma.  Absent were Commissioner Brookes Noem, City Administrator Bryan Read and Mayor Paul Lundberg.
Commissioner Heidbrink moved Commissioner Parsons seconded to approve the agenda as amended, removing item #2 from the Consent Calendar to a discussion item.  Motion carried.
Commissioner Heidbrink moved Commissioner Parsons seconded to approve the consent calendar which contained the following items: a plat of Aspen Harbor Addition Lot 2 Block 1 and Lots 14, 15 & 21 Block 2; a plat of Twin Rivers Crossing Addition Tract 2 and a plat of Westview Estates Lots 6, 7 & 8 Block 4.  Motion carried.
Commissioner Parsons moved Commissioner Starzl seconded to approve the minutes of the July 16, 2020 regular meeting.  Motion carried.
Discussion held on the plat submitted in Brandon Park Second Addition Lots 31A & 32 Block 5.  Commissioner Heidbrink had concerns with this building be split and not having the proper fire wall necessary per building codes.  Commissioner Parsons moved Commissioner Starzl seconded to approve the plat as presented.  A roll call vote showed Parsons, Schoeneman, Starzl, Thiele aye; Heidbrink nay.  Motion carried.
A Home Occupation Permit Application was presented for 704 S. Nicholas Avenue.  Applicant Kelsey Zirbel was present.  Kelsey wants to open a home daycare.  Will be installing a fence.  Commissioner Heidbrink moved Commissioner Parsons seconded to approve the Home Occupation Permit Application as presented, upon completion of the fence.  A roll call vote showed Heidbrink, Parsons, Schoeneman, Starzl, Thiele aye.  Motion carried.
Preliminary Plans for the next phase of Stone Ridge Estates were presented.  Nick Johanson, Earhart, Griffin & Associates was present for discussion.  Approximately 61 lots.  Commissioner Parsons moved Commissioner Starzl seconded to approve the preliminary plans as presented.  A roll call vote showed Heidbrink, Parsons, Schoeneman, Starzl, Thiele aye.  Motion carried.
Discussion held on the current Fence Ordinance, Chapter 15-14-6 as it relates to the “good side” of the fence facing outward.  Concerns brought forth by some fence installers, where there is another fence adjacent it’s hard to install another fence with the “good side” facing outward.  It was the consensus of the Commission to leave the Ordinance as is, requiring the “good side” to face outward.
Building Permits for July were presented – #20200257 - #20200306.  No action required.
At 7:06 p.m., having no further business, Commissioner Parsons moved Commissioner Heidbrink seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.
