Brandon Valley School District: Minutes of April 13, 2020 meeting

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 14th of April, 2020 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom (via phone), Gregg Ode (via phone), Dan Klumper(via phone), Ellie Saxer, and Gregg Talcott (via phone).  Absent: none.  Also present were Superintendent Jarod Larson and Business Manager Paul J. Lundberg (via phone).

Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.

Motion by Saxer, seconded by Talcott to approve the agenda as presented.  On a roll call vote, the following voted aye:  Saxer, Talcott, Ode, Klumper, Ullom.  Voting nay: none.  Motion carried.

Motion by Klumper, seconded by Ode to approve the meeting minutes from the regular meetings of March 9, 2020 and March 23, 2020 as presented.  On a roll call vote, the following voted aye:  Klumper, Ode, Saxer, Talcott, Ullom.  Voting nay:  none.  Motion carried.

Motion by Klumper, seconded by Talcott to approve the bills and claims as submitted (see attached).  On a roll call vote, the following voted aye:  Klumper, Talcott, Saxer, Ode, Ullom.  Voting nay: none.  Motion carried.

The cash report for the month of March 2020 showed receipts of $3,187,803.23 and disbursements of $3,194,374.95 leaving a balance of $22,469,818.53.  The General Fund had receipts of $2,705,082.25, received a temporary interfund transfer of $99,267.33 from the Bond Fund, received an operating transfer of $900,000.00 from the Capital Outlay Fund, sent a temporary interfund transfer to the Special Education Fund of $128,405.06, with disbursements of $2,440,148.44, leaving a balance of $5,676,426.24.  Capital Outlay Fund had receipts of $135,232.11, sent a $900,000.00 operating transfer to the General Fund, with disbursements of $78,408.30, leaving a balance of $273,551.77.  Special Education Fund had receipts of $277,605.22, received a temporary interfund transfer of $128,405.06 from the General Fund, with disbursements of $633,813.58, leaving a balance of $0.00.  Pension Fund had receipts of $0.00, with disbursements of $0.00, leaving a balance of $54,033.38.   Bond Redemption Fund had receipts of $67,133.65, sent a temporary interfund transfer of $99,237.33 to the General Fund, with disbursements of $0.00, leaving a balance of $0.00.  Enterprise Fund had receipts of $2,750.00, with disbursements of $3,352.59, leaving a balance of $75,977.13.  The Capital Projects Fund had receipts of $0.00, with disbursements of $38,652.04, leaving a balance of $16,389,830.01.  

The March 2020 payroll totaled $1,967,146.34 of which $1,062,714.34 was instructional, $446,757.20 was support services, $37,181.51 was co-curricular, $327,288.19 was Special Education, $90,230.10 was Food Service, and $2,975.00 was Driver’s Education. 

Motion by Ode, seconded by Klumper to approve the financial reports as presented for the month of March 2020 as presented.  On a roll call vote, the following voted aye:  Ode, Klumper, Talcott, Saxer, Ullom.  Voting nay:  none.  Motion carried.

Administrative reports were presented.  Larson outlined the Sparta Elementary School construction timeline:

Spring 2020:  Construction begins

Fall 2020:  Elementary boundary line committee meets

2020-21 School year:  Construction continues

Fall 2021:  School opens

2020-21 Title I Budget.  The BVSD has received notification from the South Dakota Department of Education-Office of Grants Management on February 18, 2020 of the following:

- BVSD Poverty Rate has decreased - Census Poverty Data now 3.89% (down from 5.2%)

- 2020-21 Title I Allocation will be significantly reduced - $180,914 (57.62% reduction)

- Estimated 2020-21 Title I Allocation estimated to be $133,061 (supports two (2) Title I Tutors)

- Title I Tutor Staff reduction is necessary

- Staff reduction includes one (1) retirement and three (3) current Title I staff reductions with action on 3/09/20 BOE Meeting with formal notification complete.

The 2020-21 negotiations time-line/wage recommendations is complete and will be reviewed/approved at tonight’s BOE meeting.  This recommendation is subject to change in the event of Special Legislative Session that alters the district’s FY21 Budget. 

- Ratify 2020-21 Master Contract

- Approve Classified Wage Recommendation

- Approve Administration Salary Recommendation

- Superintendent Contract Negotiations (postponed)

The 2020-21 Budget process is underway with budget forms/documents distributed on January 6, 2020.  The Business Office has been compiled and reviewed in March 2020.  The 5-year plan was presented at the February 24, 2020 Board of Education meeting.  On March 9, 2020, the preliminary Capital Outlay budget was presented for approval in order for major items to be bid in a timely manner.  In May 2020, we will hold a preliminary budget presentation and in July 2020, we will hold the public budget hearing for potential action.

The Child Nutrition Services Department is planning a “Lynx Lunch Express”.  This is a mobile feeding unit and a bus is currently being outfitted with a generator and air conditioner for this purpose.  The plan is for the “Lynx Lunch Express” to visit portions of our School District which have been identified by census data for eligibility for summer lunch programs.  Child Nutrition Director Gay Anderson is reviewing an Innovative Programmatic Grant Opportunity.  It includes some shared services and would include additional staff at no additional cost to our district.  More information regarding this grant opportunity will be forthcoming.

In April, a Good News Report will be shared the second Board of Education meeting by the Elementary.

COVID-19 Update.  Superintendent Larson continues to send staff/parent/community emails with COVID-19 Information as well as maintaining the BVSD COVID-19 Website as the Central Community hub for the Distance Learning Plans and Grab & Go Lunch updates.  All BVSD & SDHSAA events (spring & winter postponed) are now cancelled.  Information on locker clean-out and equipment return is to be announced.  Administration is working and finalizing plans for the graduation ceremony.    The Brandon Valley School District Pandemic Response Plan continues to prevent-prepare-mitigate-respond plan with two strategies:  reduce the spread and sustain educational functions and operations.  We will abide by recommendations of the Center for Disease Control (CDC) and the Department of Health.

BV Booster Club Video Board Update.  The process/planning continues to secure a new video/score board at our outside activities complex.  The common practice and tax advantage include the BV School District purchasing the video board and the Booster Club reimbursing for the purchase.  Superintendent Larson stated that Coke has presented a potential sponsorship for the new video board.  Larson has met with Activities Director Randy Marso, the Concessions Manager and the Coke representative who have presented a contract with Coke to have exclusive rights to serve Coke at our concession stands.

The upcoming 2019-20 school year important dates to remember:  Current closure dates March 16 – May 22, 2020 and all days included in the Academic calendar remain unchanged.

Superintendent Larson presented the 2020-21 Master Agreement as negotiated between the Brandon Valley School District #49-2 and the Brandon Valley Education Association. In the event of a special South Dakota Legislative session to change the state of South Dakota budget, all parties will agree to reconvene with all matters relating to the agreed upon proposal.   Motion by Talcott, seconded by Ode to ratify the 2020-21 Master Agreement by and between the Brandon Valley School District 49-2 and the Brandon Valley Education Association as presented as follows:

- Across the board 2.2% salary increase for the 2020-21 school year.

- One-time wage/salary enhancement of $1,000 to be paid with the November 2020 payroll.

On a roll call vote, voting aye:  Talcott, Ode, Saxer, Ullom; Abstain: Klumper; Nay: none.  Motion carried.

Superintendent Larson presented the Administrative recommendation for all Classified Staff, including Administrative Assistants, Print Shop, Assistant Business Manager, Technology, Theater, Educational Assistants, Nurses, Custodians, Maintenance and Grounds, Child Nutrition and Transportation Staff for the 2020-21 school year. In the event of a special South Dakota Legislative session to change the state of South Dakota budget, all parties will agree to reconvene with all matters relating to the agreed upon proposal.   Motion by Saxer, seconded by Klumper to approve the recommendation of the 2020-21 Classified Wages & Salary increase as presented as follows:

- Across the board 2.2% salary increase.

- One-time wage/salary enhancement of $750/$600/$250 to be paid with the November 2020 payroll.

On a roll call vote, voting aye:  Saxer, Klumper, Ode, Talcott, Ullom; Nay: none.  Motion carried.

Superintendent Larson presented the recommendation for new two-year contracts for all Administration (except BV HS Principal Schlekeway-currently in year one of a three-year contract).  In the event of a special South Dakota Legislative session to change the state of South Dakota budget, all parties will agree to reconvene with all matters relating to the agreed upon proposal.   Motion by Saxer, seconded by Talcott to approve the recommendation of the 2020-21 Administration Salary increase as presented as follows:

- 2.2% salary increase for the 2020-21 school year.

- One-time wage/salary enhancement of $1,500 to be paid with the November 2020 payroll.

On a roll call vote, voting aye:  Saxer, Talcott, Ode, Klumper, Ullom; Nay: none.  Motion carried.

Motion by Ode, seconded by Klumper to approve the Administrative recommendation for the 2020 Official Election Ballot for the Associated School Boards of South Dakota (ASBSD) Board of Directors, Southeast Region, as follows:  Ellie C. Saxer, Brandon Valley School District.  On a roll call vote, the following voted aye:  Ode, Klumper, Talcott, and Ullom; abstain: Saxer; voted nay: none.  Motion carried.

Motion by Klumper, seconded by Talcott to approve the following General Business:

1. Approve service contract by and between the Brandon Valley School District 49-2 and Behavior Care Specialists for one student at a rate of $66.63/hour for telehealth therapy services and $46.35/hour for lesson  plans, effective April 1, 2020 through May 31, 2020 as presented.

2. Approve the contract for the Brandon Valley Booster Club Outdoor Complex Video Display Board project with Daktronics for $400,000.00, will al expenses reimbursed to the Brandon Valley School District #49-2 or paid by the Brandon Valley Booster Club, as presented.

On a roll call vote, the following voted aye:  Klumper, Talcott, Saxer, Ode, Ullom. Voting nay: none.  Motion carried.

Motion by Saxer, seconded by Ode to approve the following personnel items:

1. Approve recommendation to hire Carson Pruett, BVHS Spanish Teacher, BA Step Base ~ $46,041.00 based on the 2019-20 hiring schedule, effective for the 2020-21 school year. 

2. Approve recommendation to hire Jared Ailts, BVHS Science Teacher, MA Step 4 ~ $47,976.00 based on the 2019-20 hiring schedule, effective for the 2020-21 school year.

3. Approve recommendation to hire Roxie Ohlson, BVHS Match Teacher, MA+15 Step 10 ~ $50,653.00 based on the 2019-20 hiring schedule, effective for the 2020-21 school year.

4. Approve recommendation to increase FTE for Melinda Winter, BVHS American Sign Language Teacher from .625 FTE to .85 FTE, effective for the 2020-21 school year.

5. Approve recommendation to hire Hope VanderMaten, .5 FTE RBE Special Education Teacher and .5 FTE District Evaluator, BA Step Base ~ $46,041.00 based on the 2019-20 hiring schedule, effective for the 2020-21 school year.

6. Approve recommendation to hire Jenessa Herman, RBE Special Education Teacher, BA Step Base ~ $46,041.00 based on the 2019-20 hiring schedule, effective for the 2020-21 school year.

1. Request for maternity leave by Denae Haiar, BVHS Math Teacher, effective on or around September 2, 2020, for ten weeks.

2. Transfer Mallory Husher from BVMS 7th Grade Math Teacher to BVMS 8th Grade Math Teacher effective with the 2020-21 school year.

3. Transfer Hillary Neisteadt from BVMS 7th/8th Grade Math Teacher to BVMS 7th Grade Math Teacher effective with the 2020-21 school year.

4. Transfer Shelby Selland, BVMS 7th/8th Grade English/Language Arts Teacher to BVMS 7th/8th Grade Math Teacher, effective with the 2020-21 school year.

5. Request for leave of absence by Pam Klenner, RBE Librarian, on or around May 11, 2020 for approximately ten days for the adoption of a child.
