The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 11th of January, 2021 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, Gregg Talcott, and Nick Scott.  Absent: None.  Also present were Superintendent Jarod Larson, Business Manager Paul Lundberg, Brandon Valley High School Principal Mark Schlekeway, Brandon Valley High School Assistant Principal Bill Freking, Activities Director Randy Marso, Brandon Valley Middle School Principal Brad Thorson, Brandon Valley Intermediate School Principal Nick Skibsted, Brandon Valley Intermediate Assistant Principal Rick Pearson, Valley Springs Elementary School Principal Tanya Palmer, Special Service Director Kyle Babb, and Director of Instruction Sherri Nelson. 
Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance. 
Motion by Talcott, seconded by Scott to approve the agenda as amended, adding Personnel Item #16 - an additional transportation substitute – Kenneth Schmitt.  Motion carried.
Motion by Saxer, seconded by Ode to approve the meeting minutes from the Special Meeting of December 9, 2020 and the Regular Meeting of December 14, 2020 as presented.  Motion carried.
Motion by Saxer, seconded by Talcott to approve the bills and claims as submitted (see attached).  Motion carried.
The cash report for the month of December 2020 showed receipts of $5,940,010.94, investment income of $125,656.44 and disbursements of $5,862,444.51 leaving a balance of $21,739,965.53.  The General Fund had receipts of $3,464,174.65, sent a Temporary Interfund Transfer of $605,790.48 to the Bond Fund, with disbursements of $2,828,593.68, leaving a balance of $6,940,655.74.  Capital Outlay Fund had receipts of $1,637,038.38, with disbursements of $112,144.63, leaving a balance of $4,830,229.93.  Special Education Fund had receipts of $621,747.96, with disbursements of $524,637.63, leaving a balance of $1,271,588.18.  Bond Redemption Fund had receipts of $217,049.95, received a Temporary Interfund Transfer of $605,790.48 from the General Fund, with disbursements of $1,465,750.00, leaving a balance of $0.00.  The Enterprise Fund had receipts of $0.00, with disbursements of $4,264.17, leaving a balance of $16,930.75.  The Capital Projects Fund had receipts of $0.00, investment income of $125,656.44 and disbursements of $927,054.40, leaving a balance of $8,680,560.93.  
The December 2020 payroll totaled $2,209,149.22 of which $1,094,777.17 was instructional, $640,821.83 was support services, $34,620.15 was co-curricular, $343,861.51 was Special Education, $91,526.06 was Food Service, and $3,542.50 was Driver’s Education. 
Motion by Scott, seconded by Ode to approve the financial reports for the month of December, 2020 as presented.  Motion carried.
Administrative reports were presented.  Superintendent Jarod Larson outlined the Inspiration Elementary School construction timeline:

The new elementary school staffing timeline is as follows:  October – Internal general posting (interview, selection, administrative review); January – Internal transfers (classroom instructors) processed; encore, special education and classified to be announced at a later date; February – Approve new school district positions.
Inspiration Elementary School enrollment process:  December 14, 2020, letters mailed to families impacted by boundary changes; January 8, 2021, response deadline – 3rd graders stay, boundary impacted open enrollment priority; February 2021 - process boundary impacted open enrollment requests.
2021-22 Academic School Year Calendar Development:  Initial draft(s); Administrative Council, Teacher Liaison Council, and Classified Council review; Tentative Adoption timeline:  Monday, January 11, 2021 (Initial Presentation being held on tonight’s agenda) and Monday, January 25, 2021 (potential approval action). 
The week of February 8-11, 2021 has been designated as One District.One Book with the emphasis on the importance of reading.  The School District will also focus on social/emotional learning, coping for our students and staff/student mental health; cross curricular and interdisciplinary units; community connectedness by all participating in reading the book, “The Coffee Bean” written by Jon Gordon and Damon West.
The 2021-22 Budget process will begin with budget forms/documents distributed early January, 2021.  The Business Office will compile and review by March 2021.  In February 2021, we will present the 5-year plan along with new staffing positions.  In March 2021, the preliminary Capital Outlay budget will be presented for approval in order for major items to be bid in a timely manner.  In May 2021, we will hold a preliminary budget presentation and in July 2021, we will hold the public budget hearing for potential action.
Dr. Jarod Larson presented an updated COVID-19 Pandemic Response Plan.  The CDC/SD DOH Close Contact Quarantine Update protocols include two alternative timelines for 7-day and 10-day quarantine that both require specific criteria.  Quarter 3 COVID-19 restrictions remain the same as Quarters 1 and 2 of this same school year.
Kindergarten screening registration is open.  Contact your respective elementary school for more information on how to register your student.
A School Board Election for two (2), three-year (3-year) seats will be held on Tuesday, June 15, 2021 (if necessary).  The earliest date to circulate a petition is April 6, 2021; the deadline for return of petitions is May 7, 2021 (candidates must file a Financial Interest Statement within 15 days of filing a nominating petition.)  If you have any further questions regarding this process, please contact the Business Office.
Superintendent Evaluation process will take place in February with the following timeline:  February 8, 2021 – Distribute evaluation tool; February 22, 2021 – Evaluation due to School Board President, Renee Ullom; March 8, 2021 – Discuss performance evaluation (executive session); and April 12, 2021 – Tentative contract negotiations (executive session).
Tentative 2021-22 negotiations timeline/wage recommendations will begin with a pre-negotiation meeting between the BVSD Admin and the Brandon Valley Education Association (BVEA) sometime in March.  The Personnel Welfare and BVEA plan to meet on March 24, 2021.  Tentatively, at the April 12, 2021 Board of Education regular meeting we will plan to ratify the 2021-22 Master Contract, approve Classified wage recommendation/approve Administration Salary recommendations, and enter Superintendent contract negotiations.
Current School Calendar items include the following: Monday, January 18, 2021-No school (Workshop/In-service); Friday, February 12, 2021-No school; Monday, February 15, 2021-No school (President’s Day); Monday, March 15, 2021-Elementary/BVHS Parent-Teacher Conferences; Tuesday, March 16, 2021-Intermediate/Middle School Parent-Teacher Conferences; Thursday, March 18, 2021-No school (snow day); and Friday, March 19, 2021-No school (comp day).
Business Manager Paul Lundberg reviewed the paid leave entitlements as outlined in the Family First Coronavirus Response Act (FFCRA).  COVID-19 absences through December 31, 2020 included 226 Staff members that have participated in the ten additional sick days available.   These 226 staff members utilized 1,183 days for a total of $268,851 in payroll costs.  We are required to keep track of this information for W-2 processing and plans are to use some of our COVID-19 relief funds to cover this cost.  Superintendent Larson also noted that we have previous CARES1 Funds, CRF Funds, and CARES2 Funds that can help with this expenditure.
Superintendent Jarod Larson reported on the proposed 2021-22 school year calendar.  This calendar has been through a review with the Administration, Teacher Liaison Committee, and the Classified Council and is consistent and corresponding to the previous year school year calendar.  Important dates to highlight are August 18, 2021 as new staff in-service, August 19, 2021 with all staff returning.  Wednesday, August 25, 2021 is the scheduled first day of classes and Wednesday, May 25, 2022 as the last day of classes for all BV students.  Brandon Valley High School graduation is schedule for Sunday, May 15, 2022.  This calendar will be presented for adoption at the January 25, 2021 regular Board of Education meeting.
Superintendent Jarod Larson presented a School Board Resolution authorizing the extension of the paid leave entitlements as outlined in the Family First Coronavirus Response Act (FFCRA).  Larson noted that federal funds for the purpose of responding to the COVID-19 Pandemic will be utilized to offset the cost of extending the benefit(s).  Motion by Talcott, seconded by Saxer to approve the Administrative Recommendation to authorize the extension of the paid leave entitlements outline in the FFCRA for the remainder of the 2020-21 academic school year as presented.  Motion carried.
Motion by Saxer, seconded by Scott to approve the following personnel items:
1. Approve resignation of Kayla Miller, BE Early Childhood Speech Language Pathologist, effective at the end of the 2020-21 school year.
2. Approve recommendation to hire Brittany Manuylo, BVIS part-time Child Nutrition worker, $13.95/hour, effective January 12, 2021. 
3. Approve recommendation to hire Monica West, BE Special Education Educational Assistant, $15.00/hour, effective January 12, 2021. 
4. Approve resignation from Crystal Reimers, VSE Kitchen Manager, effective January 8, 2021.
5. Approve recommendation to hire Kristi Harkin, VSE Kitchen Manager, $16.75/hour, effective January 8, 2021.

10. Approve recommendation to hire Claire Toth, long-term substitute for Jillian Grabinski, BE First Grade Teacher, effective on or around March 22, 2021 until the end of the 2020-21 school year.
11. Approve recommendation to hire Ashley Matzke, long-term substitute for Alyssa Johnson, BE Second Grade Teacher, effective on or around April 22, 2021, until the end of the 2020-21 school year.
