NOTICES
Upon the request of Jacob Maras, MOTION by Bender, seconded by Beninga, to hear the First Reading of an Ordinance Providing for the Establishment of Speed Zones. This proposed ordinance would replace MC20-66. The purpose of making this change is to add a speed zone on Hwy 136 (60th Street North) from Sioux
Falls City limits east to Redwood Boulevard. It also adds a speed zone on Hwy 111
(483rd Ave) south of SD Hwy 42 to improve safety.  5 ayes

PUBLIC COMMENT

Jason Gearman, Director of Emergency Management, gave a presentation on the purpose of the Office of Emergency Management to provide workable plans to keep the continuity of federal, state, and local governments during time of disaster or extreme emergency. The Emergency Management Office conducts hazard analysis, develops and updates plans for emergency preparedness, response, recovery, and hazard mitigation. Emergency Management also oversees volunteer programs such as the Police Reserve Program, Rescue Squad, and Dive Team.  
AGREEMENTS
Upon the request of Jason Gearman, Director of Emergency Management, MOTION by Heiberger, seconded by Barth, to authorize Chair to Sign Amendment #1 to the 2020 LEMP Sub-Recipient Agreement, The Amendment provides for an additional radio to match the one purchased by the Emergency Management Department.  5 ayes. 
Upon the request of Jason Gearman, Director of Emergency Management, MOTION by Heiberger, seconded by Barth, to authorize Chair to sign the 2020 LEMP COVID-19 Supplemental Grant, 5 ayes. 
Upon the request of Joe Bosman, Via Zoom, MOTION by Heiberger, seconded by Barth, to authorize Sheriff’s Office to apply for the 2022 South Dakota Highway Safety Grant. 5 ayes. 
Upon the request of Mike Mattson, Minnehaha County Sheriff, MOTION by Beninga, seconded by Bender, to authorize Chair to sign Service Agreement with Accurate Control, Inc. for the Security Electronics of the Jail.
SURPLUS
Upon the request of Bill Hoskins, Museum Director, MOTION by Barth, seconded by Heiberger, to declare various Museum Items as Surplus for donation to Lake County Historical Society.  By roll call vote: 5 ayes.
 Upon the request of Kari Benz, HS Director, MOTION by Barth, seconded by Heiberger, to declare various Detox Items as Surplus for donation to the Link Triage Center. By roll call vote: 5 ayes.
AGREEMENTS
Upon the request of Jacob Maras, Engineering Supervisor, MOTION by Bender, seconded by Beninga, authorize Chair to sign Amendment #1 to the Agreement with Banner and Associates, Inc. for Project MC20-01 Culvert Replacement. This amendment extends the time of construction to complete the project at no additional costs. 5 Ayes. 
Upon the request of Jacob Maras, Engineering Supervisor, MOTION by Bender, seconded by Barth, authorize Chair to sign Amendment #2 to the Agreement with JSA Engineers and Land Surveyors for Project MC 17-10 County Highway 149 Reconstruction. This amendment allows for updates to design and specs for the Project. 5 ayes.
LIAISON REPORTS
Commissioner Heiberger reported on attending the South Dakota State Juvenile Conference. The conference addressed diversity and alternatives for juvenile offenders. 
Commissioner Bender reported on attending the McArthur Grant presentation on safety and justice challenges.
MOTION by Barth, seconded by Hieberger, to recess the Minnehaha County Commission Meeting at 9:55 a.m. 5 ayes.
MOTION by Hieberger, seconded by Barth, to reconvene the Minnehaha County Commission Meeting at 10:02 a.m. 5 ayes.
